.1
."

~

RESOLUTION NO 92 -126

STATE OF IfINNESOTA
COUNTY OF RAlfSEY
CITY OF NEV BRIGHTON

RESOLUTION AKENDING RESOLUTION 92-076 BY ADDING SECTION 15

Vhereas, the City of New Brighton is actively involved in the promotion of
recycling efforts;

Vhereas, the City's Environmental Quality Commission (EQC) has recently studied
the procurement of goods and materials as one aspect of this recycling effort;

Vhereas, as a result of the their study, the EQC endorses consideration of the:
recycled content and the recyclabili ty in the procurement of goods and materials;

Now, therefore be it resolved that Resolution 92-076 which covers purchasing
procedures shall be amended to add Section 15.

Further, be it resolved that Section 15 shall read as follows:

The City shall take the recycled content and recyclability of the products,
materials or services into consideration when purchases are being made. Purchase
preference shall be given to products manufactured from recycled materials when
the price of recycled materials does not exceed the price of non-recycled
materials by more than 10%. For example, paper manufactured with 60% recycled
fiber content could be priced up to 6% higher and still be competitive. Twenty:
percent recylced fiber could only carry a 2% higher price to remain competitive.
Nothing here is to be construed as prohibiting more than a 10% price preference
in special cases. Additionally, options should continually be explored for
decreasing the cost of procurement of goods and services with recycled content
such as through cooperative purchasing arrangements.

Adopted this 8th day of December, 1992.

10:u-,,~J.. m ~ C01\1/2<r

David M.
