<br />~ i <br />:1 <br /> <br />RESOLUTION NO. 92- 085 <br /> <br />" <br />, I <br /> <br />! <br />i <br />I <br />i <br />I <br />i iRESOLUTION MAKING FINDINGS OF FACT AND APPROVING PRELIMINARY PLAT PL-197 AND <br />i I AMENDING PRO-50, ENTITLED PRO-54. <br />I <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />WHEREAS, an application for preliminary PRO-54 and preliminary PL-197 has been. made by Harstad <br />I' Companies; and <br /> <br />WHEREAS, the procedural history of the application is as follows: <br />'I 1. An application for PRO-54 and PL-197 was filed with the City of New Brighton on July 31, 1992. <br />I 2. The Planning Commission, pursuant to published and mailed notices, held a public hearing on August 18, <br />J 1992, and all persons present at the hearing were given an opportunity to be heard. <br />3. The City Council considered PL-197 and PRO-54 at its August 25, 1992, meeting. <br /> <br />I <br />j NOW, TIIEREFORE, BE IT RESOLVED the City Council makes the following Findings of Fact in respect <br />I <br />lto PRO-54 and PL-197: <br />! 1. The Phase II site is presently vacant and approximately 10.8 acres in size and located north ofI-.694, south <br />i of Linden Drive, west of Black Oak Drive, and east of the Fridley border. <br />! 2. The property is wned R-l, Single Family Residential and R-3B, Multiple Family Residential. <br />3. The surrounding property is zoned R-3B, Multiple Family Residential and B-1, Limited Business to the <br />east, R-l, Single Family Residential to the north, townhouses are constructed within the City of Fridley <br />border to the west. <br />4. The City Engineer and Rice Creek Watershed District have approved the grading and drainage plan for the <br />subject site. <br />5. A traffic analysis conducted by Benshoof and Associates in 1988 indicates the proposed development would <br />generate levels of traffic consistent with the capacity of area streets. <br />6. The amended PRO proposes to replace 9 single family homes with 7 two-family homes along Linden <br />Drive. The amended PRO is consistent with the intent of the New Brighton Comprehensive Plan in that <br />the impact of the proposed development bas been determined to be minimal and the traffic levels generated <br />by the proposed use would be consistent with the capacity of adjacent streets. <br />7. The amended PRO allows for an increase in land use intensity from 1-694 to the townhomes and <br />two-family homes and finally single family homes to the north. <br />8. The proposed land use pattern creates the potential for a similar pattern of land use to develop on vacant <br />parcels to the east and compliments the existing land use of developed properties in the surrounding area. <br />9. The preliminary plat titled Innsbrock Park Estates Second Addition proposes two-family and townhouse lots I <br />which adequately accommodate the proposed structures and is consistent with the subdivision standards of <br />Chapter 26 of the New Brighton City Code. <br />10. The amended PRO is consistent with the PRO provisions stated in Section 7-010 of the New Brighton I <br />Zoning Ordinance. <br /> <br />BE IT FURTHER RESOLVED, the application for PL-197 is hereby granted preliminary approval and <br />PRO-50 is hereby amended as PRD-54. <br /> <br />: Adopted this 25th day of August, 1992. <br />I <br /> <br /> <br />Y\,Chv-&-y" <br />.
