All revenues collected under this authority are <br />deposited in the County's Environmental Response Fund (ERF). In 2002 the Ramsey County <br />Board of Commissioners approved an increase in this tax for the express purpose of creating an <br />ERF. <br /> <br />The fund was established to support the remediation of contaminated lands and associated costs. <br />County staff has indicated that cleanup activities in the Northwest Quadrant would be eligible for <br />ERF funding. The cleanup ofthe east side of Old Highway 8, on and around the former Miller <br />Dump, is planned for 2006; this is the project area proposed for ERF assistance. <br /> <br />The County requires that a Response Action Plan be approved by the Minnesota Pollution <br />Control Agency (MPCA). The MPCA has approved the RAP that was submitted in November <br />2005, but added conditions that would require a change in portions of the site plan. Discussions <br />are continuing, therefore a budget for the cleanup has not been finalized.
