<br />.ffimIrn <br /> <br />the city that works for you <br /> <br />Re ort Number: <br />A enda Section: <br />Re ort Date <br />Council Meetin <br /> <br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: CONSIDERATION OF BIDS AND AWARD OF <br />CONTRACT FOR CITY PROJECT 06-1, NORTHWEST QUADRANT <br />REDEVELOPMENT PHASE I GRADING IMPROVEMENTS <br />DEPARTMENT HEAD'S APPROVAL: <br />Grant Wyffels, Director of Public Works <br />CITY MANAGER'S APPROV AL: hY'1"~V <br />No comments to supplement this report Comments attached <br /> <br />Recommendation: Adopt a resolution accepting bids and awarding a contract for City Project 06-1, <br />Northwest Quadrant Redevelopment Phase I Grading Improvements to North Pine Aggregate, Inc. in the <br />amount of$816,880.70. <br /> <br />Under the terms of the Binding Mediated Settlement Agreement with Midwest Asphalt (MW A), the City is <br />obligated to work with MW A to move the stockpile. As a result of this legal requirement, the Council does <br />not need to award any of the bid alternates. <br /> <br />Legislative History: On March 15, 2006, the City Council approved the plans and specifications for City <br />Project 06-1, Northwest Quadrant Redevelopment Phase I Grading Improvements and authorized the <br />advertisement for bids at the same meeting. Bids were received for the project on April 19, 2006. This <br />item, presented as report 06-093, was pulled by the Council from the April 25, 2006 agenda. <br /> <br />Financial Impact: There were fifteen bids received for the project. Please review the attached Bid opening <br />summary for a discussion of the bids. The bids ranged from $816,880.70 to $1,984,765.91. The low bid <br />amount was from North Pine Aggregate, Inc. <br /> <br />All costs for this project will be deducted against the land sale purchase. <br /> <br />Explanation: The plans and specifications for this project were prepared by Kimley-Horn and Associates <br />(KHA), engineering consultant for the developer, David Bernard Builders. The engineer's estimate for the <br />base bid was $1,650,000. The estimate for option 4 of the alternate bid was $640,000. <br /> <br />The February 7, 2006 preliminary cost estimate for the Phase I Site Grading was approximately $850,000 <br />($495,000 for the grading and $355,000 for other appurtenances including storm sewer, dewatering, pond <br />excavation, and misc. removals). This amount did not include disposal of the on-site stockpile or any muck <br />excavation or additional poor soil removal / re-compaction that was uncovered in subsequent soil testing. <br />The soil testing indicated that additional material must be either removed or re-compacted in order to <br />construct a stable foundation that will accept either a road bed or a future building site. As a result of the <br />soil testing, KHA revised the preliminary estimate to include this additional work. <br /> <br />The Phase 1 grading work as a part of this contract is scheduled to be completed by July 28, 2006. The <br />majority of the demolition work will be completed by May 1, 2006 except for the Beisswenger Hardware <br />building which is to be completed by June 2, 2006.
