<br />Council) will be invited to submit complete proposals. There are two advantages to this <br />approach. First, it is expected to promote more responses, since companies won't have to weigh <br />the time and expense of preparing a full proposal with the knowledge that competition is <br />extensive. Second, the multiple sites are expected to generate a wide range of responses; it is <br />hoped that the two-step process will make evaluation fairer and easier. <br /> <br />Recognizing the urgency, staff intends to keep the submission and evaluation deadlines fairly <br />short. The Council would be asked to approve a "short list" at the second meeting in June, a <br />Request for Proposals will follow shortly thereafter. By late August or early September, <br />proposals would be due, screening complete, and the Council would be asked to approve <br />tentative developer status for one or more organizations.
