<br />!- <br /> <br />RESOLUTION NO. 91-041 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION ESTABLISHING 1991 WATER AND SEWER RATES <br /> <br />Whereas, the City operates Water and Sewer services; <br />Whereas, in establishing the customer fees it is also preferred that these fees be reviewed periodically; <br />Whereas, the review for 1991 operations has been completed; <br />Whereas, the current rate method provides for flat and consumption fees; <br /> <br />Now, therefore be it resolved that: <br /> <br />1. The consumption fee for water shall remain at $.55 per 1,000 gallons. <br />2. The flat portion of the water bill shall be calculated so as to generate $137,100 in revenues. <br />3. The consumption portion of the sewer fee shall be $1.75 per 1,000 gallons based on winter Quarter <br />usage. <br />4. The flat portion of the sewer fee shall be calculated so as to generate $102,700 in revenues. <br />5. The flat portion shall be allocated to customers based on a decile of classes. Each class will be required <br />to pay its proportionate share of the flat cost as that class relates to total consumption for that service. <br />A single decile shall be used for the flat portion of the water and another single decile for sewer. <br />6. The winter quarter shall be defined as the water used during: <br />District #1 November 1990 through January 1991. <br />District #2 December 1990 through February 1991. <br />District #3 January 1990 through March 1991. <br />7. A missing read charge of $15.00 shall be made when a customer fails to submit requested consumption <br />data. <br />8. If a customer is not using the City's water service then the sewer fees shall be set at the average for <br />similar occupants. <br />9. If no usage data is provided then the flat charges will be prorated based on available readings. <br />10. For a new account which did not exist at the time of the winter quarter, then flat fees and sewer <br />consumption charge shall be set at the average for similar occupant types. <br />11. In a case where usage cannot be fairly and equitably determined from winter usage, then the City shall <br />set the charges based on other available information or measurement. <br />12. The Environmental Restoration Fund shall be committed to retire the bonds associated with the <br />rebuilding of the water system. For 199L this commitment will relieve the customers of the need to <br />pay $312,200 in flat fees. The commitment of proceeds is in addition to the $137,100 in flat revenues <br />which the customer shall pay pursuant to Section #2. <br />13. Whenever user charges prescribed by this Resolution remain unpaid as of the due date, a penalty of ten <br />percent (10%) shall be charged on the unpaid balance. The penalty shall be cumulative. <br />14.
