<br />,I <br /> <br />."'!t;: <br /> <br />\4) <br /> <br />"I <br /> <br />I.:,~ <br /> <br />!i <br /> <br />RESOLUTION NO. 90-~ <br /> <br />STATE OF MINNESOTA <br />COTJNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />!' <br /> <br />~ I <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING AN <br />APPLICATION FOR A SPECIAL USE PERMIT SP-160. <br /> <br />WHEREAS, an application for a special use permit, SP-I60, has been <br />made by New Brighton Christian Church to allow a church addition in an R-l <br />district. <br /> <br />WHEREAS, the procedural history of the application is as follows: <br /> <br />1. An application for a special use permit, SP-160, was filed with the <br />City of New Brighton on June 1, 1990. <br />2. The Planning Commission, pursuant to published and mailed notices, <br />held a public hearing on June 19, 1990, and all persons present at <br />the hearing were given an opportunity to be heard. <br />3. The City Council considered the application for SP-160 on June 26, <br />1990. <br /> <br />NOW THEREFORE BE IT RESOLVED, the City Council makes the <br />following Findings of Fact in respect to SP-160: <br /> <br />1. The subject site is zoned, R-l, Single Family Residential. <br />2. A church is a special use in the R-1 district. <br />3. New Brighton Christian Church is presently occupying the subject <br />site. <br />4. Any expansion or enlargement to the structure or operation of <br />special use requires the approval of a special use permit. <br />5. A 8,100 square foot addition is proposed for New Brighton Christian <br />Church which would include Sunday school classrooms and meeting <br />rooms. <br />6. The proposed church addition borders Hidden Oaks Park to the <br />north and east and single family homes screened with privacy fences <br />to the west. <br />7. The single family homes to the south and west are built at elevations <br />higher than the church property. <br />8. That the establishment, maintenance or operations of the special use <br />will not be detrimental to or endanger the public health, safety, <br />morals, comfort or general welfare. <br />9. That the special use will not be injurious to the use and enjoyment of <br />other property in the immediate vicinity for the purposes already <br />permitted, nor substantially diminish and impair property values <br />within the neighborhood. <br />10. That the establishment of the special use will not impede the normal <br />and orderly development and improvement of the surrounding <br />property for uses permitted in the district. <br />11. That adequate utilities, access roads, drainage and/or necessary <br />facilities have been or are being provided. <br /> <br />;i <br /> <br />j: <br />
