<br />STRS projects are funded at 100% with no local match required. The SRTS Program is a . <br />reimbursable grant program, meaning that recipients of the funds will front the cost of the project <br />and will be reimbursed during the course of the project. All costs submitted for reimbursement are <br />subject to eligibility requirements. Any costs incurred prior to a project's authorization are not <br />eligible for reimbursement. <br /> <br />Funding for the SRTS program is flexible to encourage innovative solutions; however, applicants <br />are advised that certain projects are ineligible. Ineligible projects include: <br />. Projects that do not specifically serve the stated purposes of the SRTS Program. <br />. Recurring costs such as crossing guard salaries, unless there are plans for future funding. <br />. Projects that reorganize pick-up and drop-off primarily for the convenience of drivers rather <br />than to improve the safety of walking and bicycling for students. <br />. Education programs that are primarily focused on bus safety. <br />. Improvements to bus stops. <br /> <br />Applicants are encouraged to supplement the requested Safe Routes funding with other funding <br />sources, but the availability of additional funding sources will not be a factor in the evaluation of <br />the application. Safe Routes funds may not be used as a match for other federally funded <br />projects. <br /> <br />Applicant Eligibility <br /> <br />To ensure that the program is available to the broad spectrum of groups that represent K-8 <br />students, both public and non-profrt entities may submit applications. <br /> <br />Eligible groups include (but not limited to): <br />. Schools, both public and private <br />. School Districts <br />. Cities <br />. Counties <br />. State Agencies <br /> <br />. <br /> <br />. Regional Development Commissions <br />. Metropolitan Planning Organizations <br />. Public and non-profit entities working <br />on behalf of a school(s) or school <br />district <br /> <br />Infrastructure applications may represent one school or multiple schools that are in close proximity to <br />one another (schools on the same or adjacent campuses, neighborhood or block). <br /> <br />Non-Infrastructure applications may propose projects that benefit a single school or multiple schools. <br />For multiple school applications for non-infrastructure projects, schools are not required to be in close <br />proximity. <br /> <br />Each school or school district is eligible for only ~ award per solicitation from each funding <br />category . <br /> <br />Project types and Requirements <br /> <br />SRTS Projects mav include Engineering, the first of the Five E's, and must include (either, directly or <br />indirectly) the remainder of the five E's - Education, Enforcement, Encouragement and Evaluation. <br />The Five E's are defined below: <br /> <br />Enoineerina - Creating operational and physical improvements to the infrastructure surrounding <br />schools that reduce speeds and potential conflicts with motor vehicle traffic, and establish safer and . <br />fully accessible crossings, walkways, trails and bikeways. <br /> <br />Minnesota Safe Routes to School 4 <br />2006 Grant Application <br />
