<br />" <br /> <br />EXHIBIT A <br /> <br />Revised June, 1990 <br /> <br />AMENDED <br />NORTH SUBURBAN CABLE COMMISSION <br />JOINT AND COOPERATIVE AGREEMENT <br />FOR THE ADMINISTRATION OF A CABLE COMMUNICATIONS SYSTEM <br /> <br />I. PARTIES <br /> <br />The parties to this Agreement are governmental units of the <br /> <br />State of Minnesota. This Agreement is made pursuant to Minnesota <br /> <br />Statutes Section 471.59, as amended. <br /> <br />II. GENERAL PURPOSE <br /> <br />The general purpose of this Agreement is to establish an <br />organization to monitor the operation and activities of cable <br />communications, and in particular, the Cable Communication System <br /> <br />(System) of the parties; to provide coordination of administra- <br /> <br />tion and enforcement of the franchises of parties for their <br /> <br />respective System; to promote; coordinate, administer and develop <br />:community cable television programming; and to conduct such other <br /> <br />-, . <br />activities authorized herein as may be - necessary to insure. <br /> <br />equitable and reasonable rates and service levels for the <br /> <br />citizens of the members of the organization. <br /> <br />III. NAME <br /> <br />The name of the organization is the North Suburban Cable <br /> <br />Commission (NSCC). <br /> <br />IV. DEFINITION OF TERMS <br /> <br />Section 1. <br /> <br />For the purposes of this Agreement, the terms <br /> <br />defined in this Article shall have the meanings given to them. <br /> <br />Section 2. <br /> <br />"Commission" means the Board of Directors <br /> <br />created pursuant to this Agreement. <br />
