RESOLUTION ESTABLISHING 1990 WATER AND SEWER RA'rES <br />Whereas, the City operates Water and Sewer services; <br /> <br />Whereas, in establishing the customer fees it is also preferred that these <br />fees be reviewed periodically; <br /> <br />Whereas, the review for 1990 operations has been completed; <br /> <br />Whereas, the current rate method provides for a flat and consumption fees; <br /> <br />Now, therefore be it resolved thats <br /> <br />1. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />il <br />~ ~ <br /> <br />5. <br /> <br />The consumption fee for water shall remain at $.55 per 1,000 <br />gallons. <br />The flat portion of the water bill shall be calculated so as to generate <br />$162,600 in revenues. <br />The consumption portion of the sewer fee shall remain at $1.30 per <br />1,000 gallons based on winter quarter consumption. <br />The flat portion of the sewer fee shall be calculated so as to <br />generate $100,600 in revenues. <br />The flat portion shall be allocated to customers based on a decile <br />of classes. Each class will be required to pay its proportionate <br />share of the flat cost as that class relates to total consumption <br />for that service. A single decile shall be used for the flat <br />portion of the water and another single decile for sewer services. <br />The winter quarter shall be defined as the water used during: <br />District #1 November 1989 through January 1990. <br />District #2 December 1989 through February 1990. <br />District #3 January 1989 through March 1990. <br />A missing read charge of $15.00 shall be made when a customer <br />fails to submit consumption data as requested. <br />If a customer is not using the City's water service then the City <br />shall set the sewer fees at the average for similar occupants. <br />If no usage data is provided then the flat charges will be <br />prorated based on actual readings available. <br />For a new account which did not exist at the time of the winter <br />quarter, then their flat fees and sewer consumption charge shall <br />be set at the average for similar occupant types. <br />In a case where usage cannot be fairly and equitably determined <br />from winter usage, then the City shall set the charges based on <br />other available information of measurement. <br />The Settlement proceeds shall be committed to retire the bonds <br />associated with the rebuilding of the water system. For 1990, <br />this commitment will relieve the customers of the need to pay <br />$285,300 in flat fees. The commitment of proceeds is in addition <br />to the $162,600 in flat revenues which the customer shall pay <br />pursuant to Section #2. <br />Whenever user charges prescribed by this Resolution remain unpaid <br />as of the due date, a penalty of ten percent (10%) shall be <br />charged on the unpaid balance.
