<br />~.. <br /> <br />RESOLUTION NO. 90- 30A <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION REQUESTING A VARIANCE FROM STATE AID RULES TO USE <br />MSA FUNDS FOR CONSTRUCTION OF A SIDEWALK ON COUNTY ROAD E <br />BETWEEN SILVER LAKE ROAD AND STINSON BOULEVARD. <br /> <br />WHEREAS the City of New Brighton desires to construct a public sidewalk <br />on County Road E (CSAH #15) between Silver Lake Road and Stinson Boulevard <br />using municipal state aid funds, and; <br /> <br />WHEREAS section 882D. 3100 subparagraph 7 of State Aid Operations <br />requires that the in place street meet state aid standards before municipal state <br />aid funding can be used for sidewalks, and; <br /> <br />WHEREAS the following facts and findings are found to exist: <br /> <br />1. Ramsey County will be resurfacing this section of County Road E in <br />May and June of 1990 to a 32 foot surface width. This overlay project <br />meets state aid geometric standards for resurfacing projects. It will <br />not meet the reconstruction standards, <br />2. Ramsey County does not expect to reconstruct this section of County <br />Road E for 15 to 20 years. <br />3. This section of County Road E has an existing average daily traffic <br />volume of 4,000 and a sidewalk is needed for the pedestrian safety. <br />4. The sidewalk will be placed in a location that will match the future <br />:! reconstruction of County Road E thereby eliminating future <br />relocation costs. <br />5, A petition representing 70 percent of the residents along this section <br />of County Road E was received in support of the sidewalk:. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council of the City of New <br />Brighton that based on these facts and findings the City of New Brighton <br />requests a variance from said state aid operations to allow the use of municipal <br />state aid funds for the construction of a public sidewalk on County Road E <br />(CSAH#15). <br /> <br />Adopted this 24th day of April, 1990. <br /> <br />i,1 <br /> <br />~~ <br /> <br />Robert Be e, Mayor <br /> <br />ATTEST: <br /> <br />J~ rn.Qh~t~ <br /> <br />David M.
