<br />Page 2 <br /> <br />WHEREAS, at its meeting on January 30, 1990, the EDC <br />recommended: <br /> <br />1. That the consortium including, but not limited to, Larry Laukka <br />of L.A. Laukka Development Co., Peter Jarvis of BRW, and <br />Realty Management Services be selected as master developer to <br />determine the feasibility and structure of a downtown project. <br />This consortium is recommended because of their demonstrated <br />ability to creatively develop neighborhood plans for economically <br />feasible projects. <br /> <br />2. That the development consortium shall develop a master plan for <br />the downtown area which: <br /> <br />A. Is economically feasible; <br />B. Considers the interests of those parties directly effected by <br />any redevelopment project; <br />C. Establishes an identity for the downtown area; <br />D. Preserves or enhances the historic basis of the downtown <br />area; <br />E. Improves the tax base of the downtown area; <br />F. Attracts more activity to the downtown area; and <br />G. Enhances prospects for future redevelopment of areas <br />adjacent to the downtown area. <br /> <br />3. The development consortium shall meet with the downtown <br />property owners, businesses and residents to get their input <br />and suggestions for the future of the downtown area. <br /> <br />4. A development agreement may be executed with the master <br />developer if the master plan for the downtown area meets the <br />criteria specified in #2 above. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />City of New Brighton as follows: <br /> <br />1. The consortium of Larry Laukka, Peter Jarvis of BRW, and <br />Realty Management Services be selected as master developer (the , <br />Developer) to study the feasibility and structure of a downtown <br />project. <br /> <br />2. The Developer meet with the downtown area businesses, <br />property owners, and residents to gather input for determining <br />the feasibility and structure of the downtown project. <br /> <br />3 . The Developer meet with other City commissions and groups as <br />necessary in determining the feasibility and structure of a <br />downtown project. <br /> <br />4. The EDC and City staff will be available to assist the Developer <br />as necessary. <br /> <br />5.
