<br />Page 3 - April 25. 2006 New Brighton Council Minutes <br /> <br />I <br /> <br />2. Zoning Ordinance Amendment (ZA2006-00S) for Section 4-030 (8) (1) <br />regarding specially permitted uses in R-1 Districts. Report No. 06-094. <br /> <br />The City Planner, Janice Gundlach gave an overview of the proposed Ordinance <br />amendment. <br /> <br />The Planning Commission approved the amendment 5-2. The 2 dissenting commissioners <br />felt it was not appropriate approving commercial use in a residential zoned property. <br /> <br />Council Member Burg questioned the concerns of the two dissenting commissioners. <br />Ms. Gundlach stated the biggest concern was permitting commercial use in a residential <br />property. The way the ordinance is 'Written allows for discretion on the part of the council <br />in allowing future proprietors. <br /> <br />Council Member Doffing stated that congregations have had commercial uses (day cares) <br />frequently for many years; without incident. <br /> <br />Council Member Doffing requested the wording of the amendment be changed for clarity, <br />It was determined that the permitted use allows for the church to serve food onsite. <br /> <br />frector of Community Development, Grant Fernelius clarified that food preparation is <br />erent from a Restaurant. <br /> <br />council Member Burg expressed her appreciation for the expertise provided by the <br />Planning Commission. <br /> <br />Council Member Doffing questioned the process if a larger staff was requested. <br />Mr. Fernelius stated that the intent of the ordinance was to limit the impact in RI districts <br />and thus limiting the number of staff permitted. ' <br /> <br />Motion by Council Member Hoffman, seconded by Council Member Bauman to <br />adopt the attached amendment as drafted by staff and revised per the Planning <br />Commissions recommendation. <br /> <br />5 Ayes - 0 Nays, Motion Carried <br /> <br /> <br />ommission Liaison Re orts Announcements and U dates <br />Municipal Advisory Commission Reports: <br /> <br />Councn Member Mary Bwg - PubUc Safety Commission <br />Walkable Communities Workshop is scheduled for Wednesday, May 10th at <br />Freedom Park. Council Member Burg attended the Earth Day Celebration <br />and reported it was well attended. The Public Safety Volunteer Appreciation <br />Dinner was attended by 210 people, there were 6600 volunteer hours donated to <br /> <br />2. Zoning Ordinance <br />Amendment (ZA2006- <br />005) for Section 4-030 (8) <br />(1) ~ specially <br />permitted uses in R-l <br />Districts. <br />Report No. 06-094. <br /> <br />
