<br />'I-;".~".;;.!I"" '-" "I <br /> <br />JOINT POWERS AGREEMENT <br />TO FORM A COALITION OF <br />METROPOLITAN COMMUNITIES <br /> <br />THIS AGREEMENT, made and entered into this 27th <br /> <br />day of <br /> <br />June <br /> <br />1989, <br /> <br />by and between the ci ty of <br />and other pol i tical <br /> <br />New Brighton <br /> <br />subdivisions <br /> <br />executing <br /> <br />identical <br /> <br />agreements, <br /> <br />hereinafter <br /> <br />referred to as "Agencies." <br /> <br />The Agency hereto agree to establish, an organization to be <br /> <br />known as the North Metro Mayors Association to promote <br /> <br />transportation and economic development projects. <br /> <br />Any other public entity may become an agency upon approval <br /> <br />by a majority of the then Agencies. <br /> <br />Minnesota Statutes section 471.59 authorizes two or more <br /> <br />governmental units to enter into an agreement for the joint and <br /> <br />cooperative exercise of any power common to the contracting <br /> <br />parties. Whereas, improvements to transportation systems serve <br /> <br />the Agencies by promoting the public's health, safety and <br /> <br />general welfare and economic development enhances the local tax <br /> <br />base thereby enabling the Agencies to provide needed municipal <br /> <br />services at acceptable tax rates. <br /> <br />NOW THEREFORE, pursuant to the authority granted by <br /> <br />Minne~ota Statutes Section 471.59, the parties hereto do agree <br /> <br />as follows: <br /> <br />1) BOARD OF DIRECTORS. The governing body of the <br />coalition shall be its Board of Directors. Each agency shall <br />be entitled to two (2) directors. Each director shall have one <br />(1) vote. Each agency shall appoint two (2) directors, one (1) <br />of whom shall be the City Manager or Administrator or other <br />designee. <br /> <br />1 <br />
