If no usage data is provided then the flat charge will be pro- <br />rated based on actual readings available. <br />13. For a new account which did not exist at the time of the winter <br />quarter, then their flat fee and sewer consumption charge shall <br />be set at the average for similar occupant types. <br />14, In a case where usage cannot be fairly and equitably determined <br />from winter usage, then the City shall set the charges based <br />on other available information of measurement. <br />15. The Settlement proceeds shall be committed to retire the bonds <br />associated with the rebuilding of the water system. For 1989, <br />this commitment will relieve the customers of the need to pay <br />$296,400 in flat fees.
