<br />, !' <br /> <br />RESOLUTION No. <br />06-041 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION FOR APPROVAL TO BEGIN THE APPLICA nON PROCESS FOR <br />MNDOT "SAFE ROUTES TO SCHOOL" GRANT <br /> <br />WHEREAS, the Safe Routes to School (SRTS) projects are funded at 100% with no <br />local match required. The SRTS Program is a reimbursable grant program, meaning that <br />recipients of the funds will front the cost of the project and will be reimbursed during <br />the course of the project. All costs submitted for reimbursement are subject to <br />eligibility requirements. Any costs incurred prior to a project's authorization are not <br />eligible for reimbursement, and <br /> <br />WHEREAS, the goals of the program are threefold: <br />1. To enable and encourage children, including those with disabilities, to walk and <br />bicycle to school; <br />2. To make bicycling and walking to school a safer and more appealing <br />transportation alternative, thereby encouraging a healthy and active lifestyle from <br />an early age; and <br />3. To facilitate the planning, development, and implementation of projects and <br />activities that will improve safety and reduce traffic, fuel consumption, and air <br />pollution in the vicinity of schools; and <br /> <br />WHEREAS, The Parks and Recreation Department would consider linking this grant to <br />present and future trail ways, and <br /> <br />WHEREAS, From 2005 - 2009 Minnesota is expected to receive $8 million in Safe Routes to School funding. <br />In the fIrst solicitation a minimum of $1.45 million will be awarded for infrastructure projects and $250,000 <br />for non-infrastructure projects. For anyone project the application ranges are: <br />. $10,000 - $175,000 for infrastructure projects <br />. $5,000 - $10,000 for non-infrastructure projects. <br /> <br />Under the Federal guidance for SRTS, participants are advised that the funding is to supplement, not <br />replace, existing funding sources. Additionally, states are directed to maximize the available funding. <br />The selection process will be focused on a project's ability to meet SRTS program goals and the <br />potential to develop long term cycling and walking behaviors. The state will attempt to fund as <br />many qualified projects as possible from the available resources. <br /> <br />NOW THEREFORE BE IT RESOLVED, by the City Council of the City of New <br />Brighton to hereby give approval to begin the application process for MNDOT "Safe <br />Routes to School" grant. <br /> <br />I <br />II <br />, <br />!' ! <br />
