<br />I <br /> <br />I <br /> <br />I <br /> <br />Page 3 <br />Council Meeting Minutes - November 13,2001 <br /> <br />Public Hearing - Vacation of Easements at Main Street Village (former Tom Thumb site) <br /> <br />Consideration of a request to vacate a utility and street easement at 639 and 605 6th Avenue <br />NW and 642,624 and 620 5th Aven NW and 639 Old Highway 8 NW. This area is the <br />former Tom Thumb site and is proposed for the housing component of the Main Street <br />Village Project. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Samuelson, seconded by Moore-Sykes, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION VACATING THE STREET AND UTILITY EASEMENTS <br />LOCATED AT 639 AND 605 6TH AVENUE NW AND 6AA432, 624 AND 620 5TH <br />AVENUE NW AND 639 OLD HIGHWAY 8 NW. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Council Business <br /> <br />Presentation of the Public Safety Department space needs issues and the proposed Public <br />Safety Facility Plan. <br /> <br />Consideration of petition requesting additional improvements to Bicentennial Pond. A City <br />dredging project of the pond was performed last winter and removed about 2,210 cubic <br />yards of sediment at a total cost of $19,890.00. Although, a substantial amount of material <br />was removed, it did not appear to increase the pond's holding capacity. This may be <br />because the drainage area is very small and may not be sufficient to keep the pond full <br />during periods of low rainfall. <br /> <br />Duane Carlson noted that the dredging results have not met the resident's expectations and <br />the pond has gradually become filled with more sediment. <br /> <br />Pat Lomenick presented photographs of the pond, and feels the dredging operation was very <br />unsuccessful and left the pond in poorer condition.. Proper questioned whether dredging <br />would be a successful resolution due to this activity pulling more sediment from the bottom <br />which could be up to 50 feet deep. Larson feels that staffwiUneed to perfonn research to <br />determine the best resolution of this problem. <br /> <br />Motion by Samuelson, seconded by Hoffman, to RECEIVE THE PETITION FROM <br />THE BICENTENNIAL POND RESIDENTS, DIRECT STAFF TO MEET WITH <br />THE RESIDENTS TO DISCUSS AND STUDY ALTERNATIVES TO IMPROVE <br />THE POND AND REPORT BACK TO COUNCIL WITH OPTIONS AND <br />RECOMMENDATIONS AT A FUTURE COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Public Hearinl;!: <br /> <br />Vacation of <br />Easements - Main <br />Street Village <br />Report 01-241 <br />Resolution 01-089 <br /> <br />Council Business <br /> <br />Public Safety Facility <br />Presentation <br />Report 01-242 <br /> <br />Bicentennial Pond <br />Petition <br />Report 01-243 <br />
