I

I

../

,

October 17, 2001

Mr. Les Proper
Director of Public Works
City of New Brighton
803 Old Hwy 8 N.W.
New Brighton, MN 55112

Dear Mr. Proper:

Thank you for working with us in trying to make improvements to the pond area bordered by Bicentennial Ct., 23rd
Avenue, and 3rd Street in New Brighton. We appreciate the attempts last January to take out material, etc.

Thank you also for coming out and assessing the pond on September 12, 2001.

After giving it some time and observing the pond, the results from last January have not met our expectations and
the problems outlined in our original request letter of July 9, 1999 remain, as follows: The pond has gradually
become
1.
2.
3.
4.
5.
6.

filled with cattails, fallen trees, brush, silt, etc.
odorsome
covered with algae and slime
aesthetically unattractive
unavailable to recreational activities such as skating, canoeing
more risky to possible drainage problems in the future

And during the past summer, the low water level has encouraged more cattails, brush, etc. to return. We are
concerned that ifno further steps are taken this winter, the investment made last winter will be for naught.

Some options we request the City of New Brighton to consider are:
1. Install an intake pipe on 3rd Street that would direct east to west drainage water into the pond first, keeping
it at a certain level. Once that level is attained, water would flow out of the pond thru the existing drainage
pipe and continue down to Hansen Parle
2. Clear out more brush, cattails, etc., particularly around the edges of the pond. The northeast side looks
particularly problematic.
3. Dredge out more material.

We wish to meet with you on this matter, discuss alternatives, and continue to work together to improve this area if
possible. Thank youl

Sincerely,

The Neighborhood, as follows:

cc.
