CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION DETERMINING AT A CERTAIN PARCEL IS <br />OCCUPIED BY STRUCTURALLY SUBSTANDARD BUILDINGS AND IS <br />TO BE INCLUDED IN A TAX INCREMENT FINANCING DISTRICT. <br />4. CONSIDERATION OF APPROVAL OF THE JOINT POWERS <br />AGREEMENT WITH RAMSEY COUNTY REGARDING THE ELECTION <br />SYSTEMS REPLACEMENT. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />Consideration of a six month moratorium on development within the Brighton Village <br />Shopping Center area. This moratorium will provide time for the Task Force to complete <br />work before any new development occurs and ensures the controls reflected in the recently <br />prepared design standards. No building permits shall be issued or zoning applications <br />considered at this time. Council has the ability to extend the moratorium up to an <br />additional 18 months in necessary. <br /> <br />Presently, a special use permit application was submitted by Bob Smith <br />(Palmer Drive Amoco owner) to redevelop 2350 Palmer Drive (China Island Inn <br />Restaurant) into an automotive repair facility. If Council approves the moratorium, this <br />proposal cannot be considered during this period. <br /> <br />Larson acknowledged the timing ofthe moratorium period, and believes that Smith would <br />be an excellent resource to appoint to the Brighton Village Task Force. <br /> <br />Bob Smith, Amoco, feels he has not been given opportunity for Council consideration of <br />his proposal. He submitted a plan which reduces negative effects to adjacent properties, <br />and wished for consideration before approval of the moratorium.
