CONSIDERATION OF APPROVAL TO WAIVE THE READING AND ADOPT THE RESOLUTION DETERMINING AT A CERTAIN PARCEL IS OCCUPIED BY STRUCTURALLY SUBSTANDARD BUILDINGS AND IS TO BE INCLUDED IN A TAX INCREMENT FINANCING DISTRICT. 4. CONSIDERATION OF APPROVAL OF THE JOINT POWERS AGREEMENT WITH RAMSEY COUNTY REGARDING THE ELECTION SYSTEMS REPLACEMENT. 5 Ayes - 0 Nays, Motion Carried. Public Hearing - None Council Business Consideration of a six month moratorium on development within the Brighton Village Shopping Center area. This moratorium will provide time for the Task Force to complete work before any new development occurs and ensures the controls reflected in the recently prepared design standards. No building permits shall be issued or zoning applications considered at this time. Council has the ability to extend the moratorium up to an additional 18 months in necessary. Presently, a special use permit application was submitted by Bob Smith (Palmer Drive Amoco owner) to redevelop 2350 Palmer Drive (China Island Inn Restaurant) into an automotive repair facility. If Council approves the moratorium, this proposal cannot be considered during this period. Larson acknowledged the timing ofthe moratorium period, and believes that Smith would be an excellent resource to appoint to the Brighton Village Task Force. Bob Smith, Amoco, feels he has not been given opportunity for Council consideration of his proposal. He submitted a plan which reduces negative effects to adjacent properties, and wished for consideration before approval of the moratorium. He questioned placement of a moratorium over properties located on the west side of Silver Lake Road, and suggested that only Area A be placed in the moratorium. Moore-Sykes feels that Smith's business is a community asset, however, the moratorium involves a bigger picture which Smith could be part ofthat solution. LeFevere added that as the process continues, the Task Force may identify uses or parcels which would not interfere with the planning process and may be removed from the moratorium.
