<br />I <br /> <br />I <br /> <br />I <br /> <br />Page 2 <br />Council Meeting Minutes - July 10,2001 <br /> <br />Public Hearing - None <br /> <br />Council Business - Redevelopment Plans for Brighton Village Shopping Center <br /> <br />Cathy Anderson, KKA Architects, presented the proposed project design which contains a <br />80 unit senior housing facility, 80 room hotel, smaller high-quality retail, drug store, <br />restaurant, and medical office building. The plan also contains a reconfiguration of Palmer <br />Dr. The design of this center allows for a layout which would be conducive and reinforce a <br />gathering community opportunity. <br /> <br />Paul Setman, hotel representative, explained that the hotel and senior housing elements <br />would allow for joint usage of the pool, spa, exercise room, underground parking, and <br />commercial kitchen. The proposed Snyders Drug store would contain a grocery element. <br /> <br />Scott Schmidt, Kraus Anderson, noted they have received commitment from a family <br />medical practice wishing to locate a medical office at the center. Sweeley requested the <br />developers to research retaining the Sinclair Station for use as a repair facility in place of <br />the medical building, or relocate this station within a two mile radius. <br /> <br />Nancy Kneeland, 1070 Robin Ct., feels the proposed hotel use is inappropriate for this <br />location, and does not fit into the New Brighton Comprehensive Plan. A hotel would <br />greatly impact the livability and property values of the adjacent residential neighborhood, <br />and should be located along the Old Hwy 8 Northwest Quadrant. <br /> <br />Lois Swig, Robin Ln., has great concern the reconfiguration of the Center would impact <br />emergency vehicle access and handicap accessibility. She would not view this proposal as <br />a "community gathering place". <br /> <br />Mary Zubell, Robin Ln., does not feel the hotel concept fits into the type of retail needed by <br />the community, and has great concern of emergency vehicle access. Larson reiterated that <br />the City would never approve a project which would delay emergency response. <br /> <br />Assistant Community Development Director David Black has scheduled the following <br />public informational meetings to discuss the projeet: July 25, 7:00 p.m., at Freedom Park <br />Neighborhood Center, and July 31, 7:00 p.m., at the Family Service Center. Another <br />meeting may be scheduled to accommodate residents of Palmer Drive and Thorndale <br />Assistant Living Facility. <br /> <br />Motion by Samuelson, seconded by Moore-Sykes, to ADOPT THE PROCESS AND <br />TIMET ABLE TO PROVIDE OPPORTUNITIES FOR PUBLIC COMMENTS ON <br />REDEVELOPMENT PLANS FOR BRIGHTON VILLAGE SHOPPING CENTER. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Motion by Samuelson, seconded by Moore-Sykes, to AUTHORIZE THE DIRECTOR <br />OF PUBLIC SAFETY TO APPLY FOR AND EXECUTE A GRANT AGREEMENT <br />FOR SAFE AND SOBER COMMUNITIES. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Council Business <br /> <br />Brighton Village <br />Shopping Center <br />Public Comments <br />Report 01-156 <br /> <br />Safe and Sober Grant <br />Report 01-155 <br />
