Due to the length of the amendment, staff requests council <br />authorization to publish a summary of the changes to Chapter 8 in lieu of the entire text. The full <br />text will be available if requested to interested parties. <br /> <br />Legislative History: <br /> <br />MN Emergency Act of 1996, Chapter 12, of MN Statutes, no longer contains references to Civil <br />Defense. This Act helped to define new terminology as well outline city and state emergency <br />management responsibility. <br /> <br />Financial Impact: <br /> <br />None. <br /> <br />Explanation: <br /> <br />Chapter 8 of the New Brighton City Code is in need of revision due to outdated terminology and <br />procedures. This Code is currently referenced as "Civil Defense" which is an outdated term. <br />The discipline of emergency management has changed and those responsibilities now include <br />response not only to potential enemy attack as referenced by Civil Defense, but also includes an <br />all hazard approach to disasters to include natural, chemical, biological, radiological, nuclear, <br />and explosive incidents. This revision also removes references to "Special Police Officers", <br />which no longer exist, as well as references to a Civil Defense Agency, which also does not <br />exist.
