<br />Sec. 8-3. Definitions. <br /> <br />The definitions in this Section shall apply when these words and phrases are used in this Chapter. <br /> <br />(1) Cb'illJef-ense. Emer'Zencv Mana'Zement. Preparation for and the carrying out of all <br />emergency functions to prevent, minimize, and repair injury and damage resulting from disasters <br />caused by enemy attack, sabotage, or other enemy hostile action, or from fire, flood, earthquake, <br />or other natural causes. These functions include, without limitation, fire-fighting services, police <br />services, medical and health services, rescue, engineering, air raid outdoor warning services, <br />communications, radiological, chemical and other special weapons defense, evacuation of <br />persons from stricken areas, emergency welfare services, emergency transportation, existing or <br />properly assigned functions of plant protection, temporary restoration of public utility services, <br />and other functions related to civilian protection, together with all other activities necessary or <br />incidental to preparation for and carrying out of the foregoing functions. These functions exclude <br />activities for which military forces are primarily responsible. <br /> <br />(2) Declaration of local emereencv, A local emergency declared by the mayor of a <br />municipality or their legal successors. It may not be continued for a period in excess of three <br />days except by or with the consent of the governing body of the political subdivision. <br /> <br />(3) Civil Def-ense Declaration of Peacetime Emergency. An emergency declared by the <br />Governor under Minnesota Statutes, Section 12.31. <br /> <br />(4) Declaration of National Securitv Emereencv. When information from the President of the <br />United States. the Federal Emergency Management Al!ency. the Department of Defense. or the <br />National Warning System indicates the imminence of a national securitv emergency within the <br />United States. <br /> <br />(3) Cil'illJe.f-cnse Forces.
