<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 9, 2001 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Motion by Moore-Sykes, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION FOR THE ISSUANCE AND SALE OF $5,160,000 <br />TAXABLE GENERAL OBLIGATION TAX INCREMENT BONDS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented for consideration a letter of agreement for planning services with <br />Dahlgren, Shardlow, and Uban (DSU) for development of the Brighton Village Study. <br /> <br />For more than a year, the City has considered the future ofthe Center and surrounding <br />area. The preference has been for a long-term solution, rather than filling space quickly. <br />The proposal is for DSU to be retained to perform research, develop alternative plans, and <br />prepare a final plan. Each phase includes a community forum, and the Economic <br />Development Commission would guide the details ofthe study. The total cost is <br />estimated at $34,000, which would not be exceeded without additional City approval. The <br />study would take six months, and staff will work to shorten the schedule given the desire <br />to revitalize the area as quickly as possible. <br /> <br />DSU will work with a transportation consultant whose fees will be shared with Kraus- <br />Anderson. Samuelson verified that Kraus Anderson has not identified the exact <br />contribution amount for the consultant's fee. Fulton noted that the City is in the process <br />of negotiating this amount with Kraus Anderson. <br /> <br />Motion by Samuelson, seconded by Hoffman, to APPROVE AND AUTHORIZE <br />EXECUTION BY THE CITY MANAGER AND MAYOR OF THE ATTACHED <br />LETTER OF AGREEMENT WITH DAHLGREN, SHARDLOW, AND UBAN, INC. <br />FOR A PLANNING STUDY OF THE BRIGHTON VILLAGE SHOPPING <br />CENTER AREA, AT A COST NOT TO EXCEED $34,000.00. <br /> <br />5 Ayes * 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />A Neighborhood Grid Meeting will be held on January 10,2001. <br /> <br />Special thank you to those who contributed to the Santa Cop Program. <br /> <br />Adiournment <br /> <br />Motion by Hoffman, seconded by Samuelson, to ADJOURN THE MEETING. <br /> <br />5 Ayes - 0 Nllyes,- Motion Carried. <br /> <br /> <br />Meeting was adjournedat 7:51 p.m. <br /> <br />ATTEST: <br /> <br />~crN <br /> <br />Steve Larson, Mayor <br /> <br />Margaret A.
