I

I

I

Council Meeting Minutes
September 26, 2000

Page 3

Council Business. continued

3. THE BASE OF THE ADDITION IS NOT OPEN AND ITS APPEARANCE
IS CONSISTENT WITH THE BASE OF THE BUILDING.
4. THE STRUCTURE SHALL NOT EXCEED 35% OF THE WIDTH OF THE
FRONT OF THE DWELLING, EXCLUDING THE GARAGE, OR SHALL
NOT EXCEED 12 FT. IN WIDTH, WHICHEVER IS LESS.

5 Ayes - 0 Nayes, Motion Carried.

Teague presented the site plan review and amendment to a Planned Residential
Development (PRD) to construct a 11.9 x 22 ft. kitchen addition to the existing
Brightondale Senior Housing facility at 2700 Rice Creek Road. The addition will not
require additional parking space and is well screened with mature trees. Because Staff
noted concern of damage to existing trees, the applicant will provide a plan showing how
equipment will be transported to the construction site. There are no changes proposed to
the overall grading plan or impervious surface area. The Planning Commission
rccommended approval.

Larson noted he has received phone calls from neighboring property owners regarding the
addition and landscaping.

Motion by Hoffman, seconded by Moore-Sykes, to WAIVE THE READING AND
ADOPT THE RESOLUTION APPROVING PRDOO-2 AND LPOO-ll, SUBJECT TO
THE FOLLOWING CONDITIONS:
1. THE APPLICANT SHALL SUBMIT A PLAN SHOWING HOW
EQUIPMENT SHALL BE TRANSPORTED TO THE CONSTRUCTION
SITE. SAID PLAN SHALL DEMONSTRATE THAT NO DAMAGE WILL
OCCUR TO ANY EXISTING TREES ALONG THE WESTERN
PROPERTY LINE.
2. BUILDING MATERIALS FOR THE PROPOSED ADDITION SHALL
MATCH THE EXISTING BUILDING.
3. THE PROPOSED ADDITION SHALL BE NO TALLER THAN ONE
STORY.

5 Ayes - 0 Nayes, Motion Carried.

Teague presented a request by Eclipse Salon and Cheryl Hetrick to perform permanent
cosmctic makcup (tattooing) as an accessory use at 2611 North Innsbruck Dr. There are
no changes proposed to the existing salon, and there will be no outside signage in
association with the use. Hetrick is a certified permanent cosmetic technician.

Because the current Code does not contain this type of use, staff recommends the
applicant obtain a license through the City once a tattooing and related activities
Ordinance is established.

Samuelson feels the ordinance should contain a licensing requirement providing for
completion of a background investigation of the applicant. Fulton agreed that the
ordinance would contain stated conditions relating to the approval process.

Larson vcrificd the proposed use relates to cosmetic makeup, and would not involve total
body tattooing. Larson would not support allowing such use before adoption of the
ordinance.

Council Business

2190 Lakebrook Drive
Front Entryway
Addition
Report 00-221
Resolution 00-087

Brightondale Kitchen
Addition
Report 00-222
Resolution 00-088

Tattooing as accessory
use at Eclipse Salon
Report 00-223
