IN WIDTH, WHICHEVER IS LESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented the site plan review and amendment to a Planned Residential <br />Development (PRD) to construct a 11.9 x 22 ft. kitchen addition to the existing <br />Brightondale Senior Housing facility at 2700 Rice Creek Road. The addition will not <br />require additional parking space and is well screened with mature trees. Because Staff <br />noted concern of damage to existing trees, the applicant will provide a plan showing how <br />equipment will be transported to the construction site. There are no changes proposed to <br />the overall grading plan or impervious surface area. The Planning Commission <br />rccommended approval. <br /> <br />Larson noted he has received phone calls from neighboring property owners regarding the <br />addition and landscaping. <br /> <br />Motion by Hoffman, seconded by Moore-Sykes, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING PRDOO-2 AND LPOO-ll, SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. THE APPLICANT SHALL SUBMIT A PLAN SHOWING HOW <br />EQUIPMENT SHALL BE TRANSPORTED TO THE CONSTRUCTION <br />SITE. SAID PLAN SHALL DEMONSTRATE THAT NO DAMAGE WILL <br />OCCUR TO ANY EXISTING TREES ALONG THE WESTERN <br />PROPERTY LINE. <br />2. BUILDING MATERIALS FOR THE PROPOSED ADDITION SHALL <br />MATCH THE EXISTING BUILDING. <br />3. THE PROPOSED ADDITION SHALL BE NO TALLER THAN ONE <br />STORY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Teague presented a request by Eclipse Salon and Cheryl Hetrick to perform permanent <br />cosmctic makcup (tattooing) as an accessory use at 2611 North Innsbruck Dr. There are <br />no changes proposed to the existing salon, and there will be no outside signage in <br />association with the use. Hetrick is a certified permanent cosmetic technician. <br /> <br />Because the current Code does not contain this type of use, staff recommends the <br />applicant obtain a license through the City once a tattooing and related activities <br />Ordinance is established. <br /> <br />Samuelson feels the ordinance should contain a licensing requirement providing for <br />completion of a background investigation of the applicant. Fulton agreed that the <br />ordinance would contain stated conditions relating to the approval process. <br /> <br />Larson vcrificd the proposed use relates to cosmetic makeup, and would not involve total <br />body tattooing.
