<br />!! <br />-::.- <br /> <br />t.... <br /> <br />-"0, <br /> <br />.., <br /> <br />l' <br /> <br />.. <br /> <br />RESOLUTION NO.. 88- 1 3f) <br /> <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESal'A <br /> <br />Resolution Approving an Affirmative Action POlicy and <br />Program for the City of New Brighton <br /> <br />WHEREAS, the New Brighton City Council acknowledges <br />that equal opportunity employment for all persons is a <br />fundamental human value; and <br /> <br />WHEREAS, the City of New Brighton does promote and <br />encourage full realization of human rights within City <br />employment; and <br /> <br />WHEREAS, under the Minnesota Human Rights Act, <br />Section 363.073, businesses or firms which (a) have more <br />than 20 full-time employees in Minnesota at any time <br />during the previous 12 months, and (b) bid on a State <br />contract for goods or services in excess of $50,000, must <br />have a Certificate of Compliance issued by the <br />Commissioner of the Minnesota Department of Human Rights <br />for the employment of minorities, women and disabled <br />persons. <br /> <br />WHEREAS, the City of New Brighton intends to <br />reinforce Federal merit standard principles and concepts <br />by assuring that all segments of society have an <br />opportunity to enter public service on the basis of open <br />competition and advancement according to individual <br />:: ability. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the New Brighton City <br />Council reaffirms and declares the Affirmative Action <br />Program of New Brighton, dated November 22, 1988, to the <br />extend that such declaration is reasonable and realistic <br />and is not in conflict with applicable laws of State and <br />Federal authorities and further adheres to the following <br />declaration: <br /> <br />! ~ <br /> <br />DECLARATION OF POLICY OF AFFIRMATIVE ACTION <br /> <br />The City of New Brighton acknowledges that equal <br />opportunity for all persons is a fundamental human value. <br />Therefore, in consideration of this belief, it is the <br />policy of the City to provide equal opportunity in <br />employment and personnel management for all persons; to <br />provide access to, admission to, full utilization and <br />benefit of training and promotional opportunities without <br />discrimination because of race, color, creed, religion, <br />national origin, sex, age, marital status, public <br />assistance status, veteran status, handicap or <br />disability; and to otherwise promote full realization of <br />human rights within the City to the extent permitted by <br />law. <br /> <br />Implementation of this policy within the City of New <br />Brighton requires that every person making application <br />for, currently employed by, or applying for future <br />vacancies in the employ of the City of New Brighton will <br />be considered on the basis of individual ability and <br />merit, without discrimination or favor. In furtherance <br />of this policy, the City of New Brighton establishes an <br />Affirmative Action Program, providing for and assuring <br />fair and equitable treatment in all phases of public <br />
