<br />I) <br /> <br />~~ <br /> <br />RESOLUTION NO. 87-~ <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING SP-143 (SIGN PLAN AMENDMENT <br />FOR BRIGHTON VILLAGE SHOPPING CENTER). <br /> <br />WHEREAS, an application for a special use permit has been made by Sign <br />Consultants, Inc.; and <br /> <br />WHEREAS, the procedural history of the application is as follows: <br /> <br />1. An application for a special use permit was filed with the City of <br />New Brighton on December 4, 1987. <br /> <br />2. The Planning Commission, pursuant to published and mailed notices, <br />held a public hearing on December 15, 1987, and all persons present <br />at the hearing were given an opportunity to be heard. <br /> <br />3. An application for a special use permit (SP-143) was revewed by the <br />City Council on December 22, 1987. <br /> <br />NOW THEREFORE BE IT RESOLVED, the Planning Commission makes the <br />following Findings of Fact in respect to SP-143: <br /> <br />1. On March 2,,1973, the City Council approved a variance (VN-101) to <br />allow the installation of the existing ground sign having a greater <br />height, area, and lesser setback than allowed by the City Sign <br />Ordinance. <br /> <br />2. On March 2, 1973, the City Council also adopted the Brighton Village <br />sign plan as part of VN-101 (the City's Zoning Ordinance did not <br />provide for the adoption of sign plans as a special use permit in <br />1973) . <br /> <br />3. The subsequent construction of a freeway noise barrier along 1-694 <br />and development to the north along Silver Lake Road has reduced <br />visibility of the existing ground sign. <br /> <br />4. The existing ground sign is 240 square feet in area and 50 feet in <br />height. <br /> <br />5. The proposed ground sign would be 160 square feet in area, 35 feet <br />in height, and would be located 80 feet further to the north. Said <br />relocation would cause the proposed ground sign to be more visible. <br /> <br />6. <br /> <br />Brighton Village Shopping Center is a multi-tenant facility. <br />proposed ground sign would contain the Lund's food store logo. <br />Code does not allow tenants of multi-tenant facilities to be <br />identified on the facility's ground sign, therefore, a special <br />permit is required. <br /> <br />The <br />City <br /> <br />use <br /> <br />7.
