<br />~ # <br /> <br />* <br /> <br />ATTACHMENT A <br /> <br />Guidelines for City's Insurance <br /> <br />The Guidelines are: <br /> <br />1. Insurance should be reviewed through a process which <br />provides for adequate coverages, responsive services <br />and competitive premiums. <br /> <br />2. The city risk manager_should, at, least once every <br />three years, based upon recognized criteria for <br />selection, review the selection of a number of <br />qualified brokers/agents who may be invited to submit <br />proposals to provide property and liability insurance <br />and related services. These criteria should include <br />agency experience and qualifications, ability to review <br />comprehensive insurance coverages, ability to negotiate <br />and place all required insurance, ability to provide <br />risk management and loss control services, ability to <br />review and update property appraisals, ability to <br />assist with claims and losses, and ability to provide <br />complete accounting and premium and loss records. <br /> <br />3. The brokers/agents who are selected should have a <br />proper perspective on the insurance needs of the city <br />and have sufficient qualifications to demonstrate the <br />ability to adequately service th~ insurance. <br /> <br />4. The city's property, liability, automobile, workers' <br />compensation, liquor liability, and public employees' <br />bond insurance should be reviewed on an annual basis. <br /> <br />5. The city risk manager should bring to the Council's <br />attention annually those factors which mayor may not <br />warrant inviting selected brokers/agents to submit <br />proposals for providing property and liability <br />insurance and related services. <br /> <br />6. The Council should determine annually whether the city <br />should invite selected brokers/agents to submit such <br />proposals. <br /> <br />7. The city should accept, for its annual review, any <br />unsolicited competing proposals for insurance. <br /> <br />8. Insurance should be placed and purchased through a <br />single broker/agent. <br /> <br />9. The city should review, with the broker/agent who is <br />selected, all risk management areas, and it should <br />continually monitor such areas to determine if there is <br />a need to utilize other risk management advisors and/or <br />consultants. <br />
