<br />'" <br /> <br />~ <br /> <br />RESOLUTION NO. 87-~ <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT AND APPROVING SP-144 (sign plan <br />amendment for 151 Silver Lake Road). <br /> <br />WHEREAS, an application for a special use permit has been made by <br />Rodney Billman; and <br /> <br />1. An application for a special use permit was filed with the City of <br />New Brighton on July 31, 1987. <br />2. The Planning Commission, pursuant to published and mailed notices, <br />held a public hearing on August 18, 1987, and all persons present <br />at the hearing were given an opportunity to be heard. <br />3. An application for a special use permit, SP-142, was reviewed by <br />the City Council on August 25, 1987. <br /> <br />NOW THEREFORE BE IT RESOLVED, that the New Brighton City Council makes <br />the following Findings of Fact in respect to SP-144: <br /> <br />1. On September 23, 1985, the City Council approved a Special Use <br />Permit (SP-129) adopting the sign plan for 151 Silver Lake Road. <br />2. Country Club Market maintained a non-conforming roof sign as a <br />means of identification and was not allowed wall or ground signage <br />by the adopted sign plan. <br />3. On or about June 1, 1987, Country Club Market vacated the premises <br />and the non-conforming roof sign message at 151 Silver Lake Road <br />was removed. <br />4. According to the approved sign plan for 151 Silver Lake Road; The <br />existing Country Club Market sign, located on the roof of the <br />building, shall be permitted to remain until such time as the sign <br />message is changed, the sign relocated, or repairs exceeding 50% <br />of the market value are needed. At such time the Country club <br />Market sign will be brought into full compliance with the <br />requirements of Chapter IX, Signs, of the New Brighton Zoning <br />Code. <br />5. On or about July 1, 1987, IGA, Inc. occupied the site, but was not <br />allowed use of the non-conforming roof sign structure. Therefore, <br />IGA, Inc. had no means of identification. <br />6. Rodney Billman, Inc. then made application for a Special Use <br />Permit to amend the sign plan allowing IGA, Inc. to install wall <br />and ground signage. <br />7. The proposed plastic illuminated wall signage for IGA, Inc. would <br />occupy the west wall and measure 15 x 3.5 feet and 5 x 3.5 feet <br />for a total sign area of 70 square feet. <br />8. The existing ground sign would be altered to include a 5 by 7 foot <br />plastic illuminated sign for IGA, Inc. and six additional 2 x 8 <br />foot painted panels advertising individual tenants. The ground <br />sign would be 184 square feet in area and 20 feet in height. <br />9. The proposed sign plan amendment is consistent with the adopted <br />sign plan. <br /> <br />BE IT FURTHER RESOLVED, that the application is hereby approved, and <br />the attached text is hereby adopted as an amendment to the adopted Sign <br />Plan. <br />
