<br />.._-':..~ <br /> <br />RESOLUTION NO. 87-~ <br /> <br />--~ <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT APPROVING SPECIAL USE PERMIT APPLICATION <br />SP-l38. <br /> <br />WHEREAS, an application for a special use permit has been made by the <br />Independent School District No. 621 (Irondale High School). <br /> <br />WHEREAS, the procedural history of the application is as follows: <br /> <br />1. An application for a Special Use Permit, SP-138, was filed with the <br />City of New Brighton on April 3, 1987. <br />2. The Planning Commission, pursuant to published and mailed notices, <br />held a public hearing on April 21, 1987, and all persons present at <br />the hearing were given an opportunity to be heard. The public <br />hearing was continued on May 19, 1987. <br />3. The application for a special use permit was reviewed by the City <br />Council on May 26, 1987. <br /> <br />NOW THEREFORE BE IT RESOLVED, the City Council makes the following <br />Findings of Fact in respect to SP-138: <br /> <br />1. The subject site is zoned R-1, Single Family Residential. <br />2. A school is a special use in an R-1 district. <br />3. Irondale High School has occupied the site as a special use since <br />April 12, 1966. <br />4. Any expansion or enlargement to the structure or operation of a <br />special use requires the approval of a special use permit. <br />5. A 9,500 square foot addition is proposed for Irondale High School. <br />6. The proposed addition would provide for expanded kitchen facilities, <br />cafeteria seating area, and storage. <br />7. There exists a parking overflow problem on the Ironda1e High School <br />site. <br />8. Over 60 vehicles are being parked on Poppyseed Drive and Rockstone <br />Lane during school hours. <br /> <br />BE IT FURTHER RESOLVED, that the application for SP-138 is and hereby <br />recommended for approval subject to the fallowing conditions: <br /> <br />1. Conformance and adherence to all standards for special use permits <br />as pertains in Section 8-110 and 8-130 of the New Brighton Building <br />Code. <br />2. Lease of 50 off-street parking spaces from Sunnyside Bible Chapel by <br />September 1, 1987. The obligation to maintain 50 off-street parking <br />stalls shall be as provided in the Declaration of Covenants, a copy <br />of which is attached. <br />3. Implementation of a management plan for control of parking such as <br />an early activity bus or a student permit system. <br />4.
