<br />. , <br /> <br />~,'.- .~.~.. <br /> <br />"'-'. <br /> <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 88-101 <br /> <br />RESOLUTION APPROVING DEVELOPMENT DISTRICT AND TAX <br />INCREMENT FINANCING DISTRICT PLANS <br /> <br />BE IT RESOLVED by the City Council (the "Council") of the <br />City of New Brighton, Minnesota (the "City"), as follows: <br /> <br />Section 1. Recitals. <br /> <br />1.01. It has been proposed that the City enlarge its <br />Development District No.1, amend the related Development <br />Plan, amend the Tax Increment Financing Plans for Tax <br />Increment Financing District Nos. 1 through 15 within <br />Development Distrist No. 1, ~nd establish Tax Increment <br />Financing District No. 16 within Development District No. 1 <br />and adopt the proposed Tax Increment Financing plan with <br />respect thereto (collectively, the "Plans"), all as reflected <br />in the Development District document, dated September 27, <br />1988, and presented for the Corincil's consideration, and all <br />pursuant to and in accordance with Minnesota Statutes, <br />Sections 469.124 to 469.134 and 469.174 to 469.179. <br /> <br />1.02. The Council has investigated the facts rel~ting to <br />the Plans. . <br /> <br />1.03. The City has performed all actions required by law <br />to be performed prior to the adoption and approval of the <br />Plans, including, but not limited to, notification of the <br />County and School Boards, a review by the City Planning <br />Commission of the Plqns, and the holding of a public hearing <br />thereon following published notice as required by law. <br /> <br />Section 2. Findinqs for the Adoption and Approval of the <br />Plans. <br /> <br />2.01. The Council hereby finds that Tax Increment <br />Financing District No. 16 is in the public interest and is a <br />redevelopment district, as defined in Minnesota Statutes, <br />Section 469.174, Subdivision 10(a)(2) due to the fact that 70% <br />of the parcels in said District are occupied by buildings, <br />streets, utilities, or other improvements and 20% of the <br />
