The Development District and Development Plan were most recently amended by the City on March 22, 1988, at which time the City established Tax Increment Financing District Nos. 14 and 15 and approved their related Tax Increment Plans, respectively, all as reflected in that certain document (1) which was approved by the Council on said date via the adoption thereon of the Council's Resolution No. 88-30; (2) which is entitled "Modified Development Program for Development District No.1, including Tax Increment Financing Plans for Tax Increment Financing Districts No. 1 - No. 15, City of New Brighton, Minnesota, March 22, 1988"; (3) which is hereby incorporated fully herein by reference; and (4) to which reference is hereby made for a fuller statement of the history and provisions of the Development District and its Development plan and of the pre-existing 15 Tax Increment Districts and Tax Increment Plans therein, as amended through said date. Section 1.2 Enlargement of Development District.
