'Ihe City Code provides that delinquent water and sewer bills can be certified for collection with the property taxes. A delinquency is defined as unpaid charges \ which are at least ninety (90) days past due as of September. (c The certification process for two of the three billing areas has been canpleted. For the third billing area, payments are still being collected. Collection for this area will be accepted until the end of September. However, to meet the certification deadline required by the Couilty, the City Council TIU.lst take action at the September 27th meeting. The County deadline requires delive:ry of the certification list by October lOth. For the tv;o billing areas where" the certification is corrplete, the anountto be ,! certified is $61,338.60. For the third' billing area, the certified arrount is estimated to be $33,669.30 for a total certification of $101,007.90. The third billing area will be incorp:>rated into the certification by an addendum. 'Ihe estimated total of $101,007.90 represents 4.4% of all utility billings. The history of certifications shows that the current rate is a slight increase. A canparison is presented below. 1988 certification 1986 certification 1985 certification 4.4% of total billings 3.7% of total billings 3.6% of total billings However, a ccrnparison to prior years' nay not be entirely valid as the current certification covers a two year period (1987-1988). To encourage pranpt payment, on a quarterly basis unpaid bills are charged a late fee of 10% on the balance.
