The proposed PRO-51/PL-176 would satisfy the purpose and stated <br />principles of the PRO ordinance. <br /> <br />BE IT FURTHER RESOLVED, the application for PRO-51 and <br />PL-176 ;s hereby recommended for approval, subject to the following <br />conditions: <br /> <br />1. All restrictive or design covenants and declarations be submitted <br />for review and approval by the City Attorney prior to the City <br />Council taking action on final PRD-51/PL-176; said covenants should <br />include, but not be limited to: <br /> <br />A. Prohibit windows, doors, or other openings on any zero-lot-line <br />wall. <br /> <br />B. All zero-lot-line walls be located along the north property <br />line. <br /> <br />C. Establish a 10 foot wide perpetual wall maintenance easement <br />parallel to any zero-lot-line wall. <br /> <br />i <br /> <br />D. Restrict building width to a maximum of 36 feet and a mlnlmum o~ <br />26 feet, except homes on Lots 4 and 5, Block 1, which would have! <br />a maximum depth of 29 feet. <br /> <br />:1 <br /> <br />E. The following requirements must be complied with prior to <br />building permit issuance: <br /> <br /> <br />I} <br />2} <br /> <br />Design review and approval by Staff of every dwelling unit. I <br />I <br />Location of buildings on site to be reviewed and approved b~ <br />Staff. I <br /> <br />3} <br /> <br />Front yard landscape plan to be reviewed and approved by <br />Staff for each individual lot. <br /> <br />4} <br /> <br />The provision of a bond equaling 100% of the cost for <br />boulevard trees and front yard landscaping. <br /> <br />F. Developer to provide a landscaping allowance to each individual <br />buyer for front yard landscaping. <br /> <br />(, <br />I ' <br /> <br />G. Provide for 1 boulevard tree per lot, excepts Lots 4 and 5, <br />Block 1, which would provide 2 boulevard trees; additionally, <br />Lot 6, Block 2 and Lot 5, Block 1, would provide 2 boulevard <br />trees along 8th Street NW. <br /> <br />H. Establish a landscape screen along the north property line of i <br />Lot 1, Block 1 and Lot 1, Block 2 with said screen consisting ofl <br />both coniferous and deciduous trees. I <br /> <br />I <br /> <br />I. Require all homes to face 9th Avenue NW with access restricted <br />to 9th Avenue NW. <br /> <br />\: <br /> <br />J. Prohibit driveways or parking areas in the side or rear yard <br />area. <br /> <br />K. The footprint of all structures including accessory structures <br />shall not occupy more than 40 percent of the total lot area. <br /> <br />L. Limit the amount of each single family home's front elevation <br />which can be garage to 24 feet or 80%, whichever is less, <br />designed to accommodate a minimum of 2 cars. <br />
