Fulton, City Manager <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Comments attached <br /> <br />Recommendation: <br /> <br />Approve Agreement between Ramsey County and the City of New Brighton for Dispatch <br />Services. <br /> <br />Legislative History: <br /> <br />On May 10, 2005, Council authorized the City Manager to do the following: <br /> <br />. <br /> <br />Approved the Resolution Authorizing the City Manager to Negotiate with Ramsey County for <br />Participation in the Ramsey County consolidated Communications Center, subject to the following <br />conditions: <br /> <br />1. The final financing allocation formula is equitable to New Brighton's residents and taxpayers. <br />2. The final agreement receives the approval of the City Council. <br /> <br />Financial Impact: <br /> <br />This agreement will result in costs to the City of New Brighton, Public Safety budget, of $88,136 <br />(based on St. Paul participation which is highly likely) for the first year of operations. This is <br />roughly equivalent to what our City is currently paying for dispatch services. For subsequent <br />years, the costs that are required to operate this dispatch center will be distributed and paid <br />through a county wide property tax levy (approximately 60% of cost) with the remaining 40%of <br />operating costs to be allocated based on an assessment to each city based on calls for service. <br /> <br />Explanation: <br /> <br />The City of New Brighton and Ramsey County have had a long standing relationship regarding <br />dispatching services. Through a process involving Ramsey County suburban communities, the <br />City ofSt. Paul, and, Ramsey County, an agreement has been reached to fund and operate a joint, <br />county wide communications center in the City of St. Paul. This communications center is <br />currently under construction under the direction of Ramsey County. This communications center <br />will merge Ramsey County, Maplewood, and St. Paul communications functions under the <br />direction and control of Ramsey County.
