<br />. <br /> <br />. <br /> <br />. <br /> <br />subsystem, for police, fire, emergency medical services, and other public safety functions for cities <br />and agencies that have contracted with the County for such services. <br /> <br />2.05 <br /> <br />Initial Member means any municipality that signs an agreement with the County, prior to the <br />Dispatch Center becoming operational, for dispatch services by the County from the Dispatch Center. <br /> <br />2.06 <br />2.07 <br /> <br />Initial Service Term means the time period from January 1,2007, through December 31, 2016. <br />Member means either an Initial Member or an Additional Member. <br /> <br />2.08 <br /> <br />Radio System Manager means the Ramsey County employee who manages the County's 800 MHz <br />interoperable radio communication system and the County's Dispatch Center. <br /> <br />2.09 <br /> <br />Year means a calendar year. <br /> <br />Article III. Term <br /> <br />This agreement shall become effective on the date executed by both parties ("Effective Date") and shall <br />continue in effect through December 31,2016 ("Initial Term"). Thereafter, the term shall automatically <br />renew for additional one (1) Year periods, up to a maximum of 30 renewal periods, subject to the right of <br />either party to tenninate as set forth in Section 7.01. <br /> <br />Article IV. Dispatch Policy Committee <br /> <br />4.01 <br /> <br />Creation <br />The Dispatch Policy Committee ("Committee") is hereby created with the powers and <br />responsibilities as set forth herein. <br /> <br />4.02 Membership <br />a. If the Cities of Maplewood, Saint Paul, and White Bear Lake sign agreements to consolidate <br />their PSAPIDispatch Centers with the County's PSAPlDispatch Center, the Committee is to <br />be made up of the following elected officials: <br />1. The Ramsey County Sheriff <br />2. Four members of the Saint Paul City Council <br />3. The Mayor of the City of Saint Paul <br />4. The Mayor or one member of the Maplewood City Council <br />5. The Mayor or one member of the White Bear Lake City Council <br />6. Two elected representatives of the other cities in Ramsey County that do not operate <br />independent PSAP/Dispatch Centers and that sign agreements with Ramsey County <br />to receive dispatching services from the Dispatch Center, to be selected in a manner <br />to be determined by the involved cities. <br />b. If the City of White Bear Lake does not sign an agreement to consolidate its PSAPIDispatch <br />Center with the County's PSAP/Dispatch Center, the number of Saint Paul City Council <br />members will be reduced by one. If the City of Saint Paul does not sign an agreement to <br />consolidate its PSAPlDispatch Center with the County's PSAP/Dispatch Center, the <br />Committee will be made up of representatives from the jurisdictions that have entered into a <br />consolidation agreement. <br />c. If the individual appointed to the Committee leaves the elected office, the public entity's <br />elected officials will be responsible for appointing a replacement representative in a timely <br />fashion. <br /> <br />Dispatch Agreement with the City of New Brighton <br /> <br />Page 2 of9 <br />
