Teague <br />verified that the bank building will maintain two access points. <br /> <br />There were no comments from the audience. <br /> <br />Motion by Samuelson, seconded by Hoffman, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed. <br /> <br />Motion by Hoffman, seconded by Moore-Sykes, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING PLOO-5; AND WAIVE THE READING <br />AND ADOPT THE RESOLUTION APPROVING THE VACATION OF A <br />PORTION OF COUNTY ROAD E-2 EXTENSION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Teague presented an update to the New Brighton Comprehensive Plan. The Met Council <br />reviewed the plan and found it meets all Metropolitan Land Planning Act requirements <br />and is consistent with the Regional Blueprint. Fulton said the Plan guides development <br />and advancement of the City into the next decade. It is a very complex process, and noted <br />the efforts of Teague and the Community Development Department staff. <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING AND AMENDING THE UPDATED <br />NEW BRIGHTON COMPREHENSIVE PLAN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />The issue of residential accessory buildings was raised due to the owner at 1706 18th Ave. <br />exploring construction of a detached 600 sq. ft. accessory building. Teague said no formal <br />application has been made, but had initial contact with the applicant about requirements. <br />The applicant indicated to Mr Teague that he had explained the proposal to neighbors and <br />said welding would occur in the structure, but only as a hobby activity. The City Code <br />allows one 600 sq. ft. accessory building per lot, 30 ft. from improved ROW, and 5 ft. <br />from side or rear property line. The Fire Marshal would inspect to determ ine if fire and <br />safety requirements are maintained. <br /> <br />Fulton received calls from neighbors in opposition to the proposal. He explained the <br />formal process involves receipt of a petition of opposition which would be placed on the <br />agenda for review at an upcoming Council meeting. <br /> <br />Alice Finley, 1629 18th Ave., did not sign the petition because of its language, but agrees <br />with its intent and requested deferral to allow time to study the issue. She feels the <br />addition would be out of character, increase traffic and outside storage, and questioned the <br />safety of welding in a residential area.
