I

I

I

Council Meeting Minutes
July 11,2000

Page 4

Council Business. continued

Teague explained that the Code allows construction of a 600 sq. ft. structure if there is an
existing attached garage. In the case of an existing detached garage, the Code allows
construction of up to an 1,000 sq. ft. structure. Frisk feels the Code is too liberal. Teague
noted that Arden Hills does not limit the number of detached structures, and New
Brighton cannot deny a permit because it is not in character with surrounding properties.

Bob Becker, 1684 18th Ave., feels a mediator could be helpful to resolve concerns raised.
Fulton strongly encourages the residents to contact the Dispute Resolution Service which
is a free service assisting neighborhood conflicts.

Samuelson does not favor a moratorium, but recommended reestablishment of the
Housing Task Force.

Johnson feels the distinction between a hobby and business appears vague, and believes
the structure will be built this summer.

Fulton suggested the residents bring forth a petition which will be placed on the July 25
Council agenda.

Moore-Sykes noted that any ordinance amendment requires public notification and public
hearing which could not be concluded within 60 days. Teague added this could be a
heated issue because there are strong views on both sides of the issue.

A resident asked if they could be notified if a building permit application is received.
Teague will notify a lead person in the neighborhood if an application is received.

Hoffman presented the resolution supporting the Northwest Youth and Family Services
Diversion Services Program for the next fiscal year. She noted the importance ofthis
program and the benefits to New Brighton and neighboring communities.

Motion by Hoffinan, seconded by Samuelson, to WAIVE THE READING AND
ADOPT THE RESOLUTION SUPPORTING CONTINUED FUNDING FOR
NORTHWEST YOUTH AND F AMIL Y SERVICES DIVERSION SERVICES
PROGRAM.

5 Ayes - 0 Nayes, Motion Carried.

Adiournment

Motion by Samuelson, seconded by Moore-Sykes, to ADJOURN THE MEETING.

5 Ayes -9'"Nayes, Motion Carried.

Meetingwas adjollru-zd at 8:45 p.m.

Steve Larson, Mayor

ATTES

Clerk/Finance Director

Council Business

1706 18th Ave.
Accessory
Garage/B u ilding

Adiournment
