The City operates <br />three utility enterprise services: Water, Sewer, and Stormwater. Annual operating costs <br />for the utility services total $3,667,000 and are divided as follows: water - $1,S09,000 or <br />41%; stormwater - $209,000 or 6%; and sewer - $1,949,000 or 53%. Overall rates for <br />Sewer and Water Utilities will remain unchanged, however, a 7% increase is proposed for <br />the Storm water Utility. <br /> <br />The Sewer Utility will benefit from cost decreases, and the Water Utility is seeing stable <br />increases in expenses which the large reserves allow for minimal rate changes. The <br />Stormwater Utility has small reserves and its large capital outlay will create a financial <br />strain. Also, there are large uncollected payments from the State and Ramsey County <br />appearing in the financial projections for the Stormwater Utility. Future discussions of <br />procedures and methods for collecting these delinquent payments will need to be <br />discussed by Council and staff. <br /> <br />Capital charges pay for major system improvements such as water towers, mains, lift <br />stations, and the Stormwater Utility. These improvements are of long-lasting benefit and <br />typically are of a significant cost.
