Ct., supports a speed reduction in this area, and asked ifthe <br />sidewalk could be widened. <br /> <br />City Engineer Les Proper verified the City has authority to establish a school speed zone <br />which is designated five miles below posted speeds and enforced when schoolchildren are <br />present. Highview, Sunnyside, and Bel Air Schools currently have such designations. <br />Larson feels establishing a zone may be a good alternate to controlling speeds. <br /> <br />In regards to the narrowing, Olson explained the sidewalk location will remain but the <br />curb line would move 6 ft. to the north of the sidewalk creating a larger green space. <br />Samuelson asked if the sidewalk could be widened. Olson verified the current sidewalk is <br />at standard width. Fulton added that a wider boulevard would allow for snow storage. <br /> <br />Moore-Sykes said 14th St. is a collector street which its wider roadway allows freedom of <br />movement, but asked how 14th St. compares with Rice Creek Rd. and Mississippi St. <br />Olson said Mississippi St. is 44 ft. wide, but Rice Creek Rd. is older and its width changes <br />from 28-30 ft. Also, there is no on-street parking on Rice Creek Rd. <br /> <br />Motion by Hoffman, seconded by Moore-Sykes, to APPROVE THE PLANS AND <br />SPECIFICATIONS FOR PROJECT 00-1, STREET RECONSTRUCTION, WITH <br />ALTERNATES FOR CONSTRUCTING 14TH ST. NW 38 FT. AND 44 FT. WIDE <br />AND AUTHORIZE THE ADVERTISEMENT FOR BIDS. (THIS WILL GIVE <br />THE CITY THE OPPORTUNITY TO POSTPONE THE DECISION OF THE <br />WIDTH OF 14TH ST. NW, UNTIL FURTHER INPUT CAN BE ATTAINED BY <br />RESIDENTS). <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented the award of contract for park <br />shelters and trail/parking lot lighting. Plans and specifications for construction of four <br />building shelters, trail work and lighting were previously approved by Council. The total <br />project cost for these improvements will be $1,270,000. The bid package included <br />alternatives for lighting trails around Freedom Park and Veterans Park. <br /> <br />Eleven bids were received and opened on April 4. The low bid was received from <br />Karkela Construction in the amount of$1,377,000. The bid deducts were $23,000 for the <br />trail lighting at Freedom Park and $24,000 for the lighting at Veterans Park. After <br />deducting the two alternates, the Karkela bid is $59,000 over the original estimate. <br /> <br />The three Hansen Park bridges came in at $15,000 under budget, and this savings <br />combined with the $44,000 ofthe $59,000 contingency in the budget will adequately fund <br />the project. Staff and engineers have reviewed the plans and consulted with bidders and <br />feel that there is no opportunity to reduce costs without sacrificing quality or risking <br />undesirable repair and maintenance costs.
