I

I

I

Council Meeting Minutes
March 14,2000

Page 3

Council Business. continued

FSC Manager Steve Rymer presented the specifications and plans for the Hansen Park
Bridge replacement. Two existing pedestrian bridges will be replaced and an additional
pedestrian bridge will be installed over the Rice Creek Watershed Dam. The bridge type
will be structurally sound, easily maintained, and aesthetically pleasing. Staff is working
with the Rice Creek Watershed District to ensure that the bridge locations and installation
are in compliance with watershed requirements. The bridges will be of steel girder
construction with treated wood decks and hand rails. This type of construction allows for
replacement of parts if necessary. The bid opening will be April 5, and the bid award is
April 11. The bridges will be installed this Spring.

Samuelson is excited that the third bridge will provide an exit through the park to 7th St.

Motion by Gunderman, seconded by Samuelson, to APPROVE THE HANSEN PARK
BRIDGE SPECIFICATIONS AND TO AUTHORIZE STAFF TO SOLICIT BIDS
FOR THE PURCHASE AND INSTALLATION OF THE BRIDGES.

5 Ayes - 0 Nayes, Motion Carried.

Park and Recreation Director Maurie Anderson presented the plans and specifications for
the Park Shelter Buildings and Trail Lighting System. The improvements include four
new park shelters at Sunny Square, Freedom, Hansen, and Totem Pole Parks, and trail and
parking lot lighting in most parks.

Each building would have restrooms, dividable meeting space, vaulted ceilings, wood
paneling, gas fireplace, sink with cabinet and other amenities. The design allows for
either room to be used independently, and the bathrooms open to the public without
opening the entire building. The project cost is $250,000 per building which excludes
demolition, landscaping and furnishings. The building would be controlled by card access
instead of keys which would allow remote access. Controls for the trail lights will be time
clock with photo cell override and every third light will be wired separately for security
purposes.

Larson asked if each building will have a refrigerator available for public use. Anderson
said the preference would be not to have a refrigerator because of cleaning and health
issues. If one were installed, it could be located in the locked mechanical room. The
smaller activity room will have a cabinet with sink and storage area, and the electrical
wiring will accommodate small appliances.

Motion by Samuelson, seconded by Hoffman, to APPROVE PLANS AND
SPECIFICATIONS FOR PARK SHELTER BUILDINGS AND TRAIL LIGHTING
SYSTEM AND AUTHORIZE BIDS.

5 Ayes - 0 Nayes, Motion Carried.

Council Business

Plans and Specs for
Bridges at Hansen
Park
Report 00-063

Plans and Specs for
Park Shelters and
Lighting
Report 00-064
