LeFevere said a moratorium <br />can be imposed to allow analysis on complicated issues. Samuelson feels a two week <br />deferral would allow staff to evaluate the need for a moratorium, review Compo Plan <br />guiding principles, housing policy, and Metropolitan Council development goals. Teague <br />prefers to see a more detailed plan outlining building materials and design modifications. <br />Larson questioned if there is a possibility for the denial of the 5 ft. height variance. <br />Teague feels the applicant should be prepared to possibly redesign the plan. <br /> <br />One resident feels apartment populations are of a more transient nature, and noted concern <br />of the crowded conditions at Bel Air School. <br /> <br />Hoffman thanked the citizens for their responses, and feels both property owners and <br />renters have the same goal for our Community - a safe place to raise our children, a good <br />education, and stable environment. The City wishes to be proud of its housing stock <br />whether it is rental or ownership, and providing Council time to review this project will <br />allow for the most appropriate decision. <br /> <br />Motion by Samuelson, seconded by Hoffman, to DEFER CONSIDERATION OF VN- <br />326, NC-116 AND LP-360 TO THE FEBRUARY 22, 2000, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton announced the 23rd Annual Town Hall Meeting will be held Saturday, March 25, <br />2000, 8:30 a.m. to noon at the FSC. Suggested agenda topics include: urban sprawl and <br />transportation, update on 1-35W Corridor Coalition, Northwest Quadrant Development, <br />Legislative update, Park renovations, 2000 City improvements, demographics and taxes, <br />and Community of Promise Youth Strategy.
