Reserves will pay $625,000 <br />toward capital outlay w ich shows a net unfunded amount of $1 , 154,000. Benke verified <br />the net unfunded relate to several different funding sources including taxes. Egan <br />believes the new stand ds will help manage State Aids, Reserves, and utility charges <br />which are currently considered discretionary dollars. <br /> <br />Motion by Larson, sec nded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION PPROVING THE 2000 ANNUAL BUDGET AND TAX <br />LEVY. <br /> <br />5 Ayes - 0 Nayes, Moti n Carried. <br /> <br />Fulton presented the 2 00 Pay Plan Adjustment for Non-Union Personnel. The pay plan <br />has top pay equal to th metropolitan mean for comparable positions. The City's pay for <br />2000 is based on a 3% ost of living increase in employees wages. The City's maximum <br />contribution for health nsurance is $405.09 per month. <br /> <br />Motion by Gundennan seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESO UTION ADJUSTING COMPENSATION RATES FOR NON- <br />UNION PERSONNE . <br /> <br />5 Ayes - 0 Nayes, Moti n Carried. <br /> <br /> <br />City Planner Cary Tea ue presented the final review of the Comprehensive Plan Update. <br />In September, Council eviewed the Plan and recommended the following revisions: <br />inclusion of Appendix (1996 Business Survey), reference to survey on page 3.10, <br />correction of a minor t po in land use, and reference of the Park plan as a conceptual plan. <br />The plan was sent to a . acent communities, and the City received favorable comments. <br />Recognition of those w 0 served on the Comprehensive Plan Task Force will be arranged. <br /> <br />Motion by Larson, sec nded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION DOPTING AND AMENDING THE UPDATE <br />COMPREHENSIVE LAN SUBJECT TO REVIEW AND APPROVAL OF THE <br />METROPOLIT AN C UNCIL. <br /> <br />5 Ayes - 0 Nayes, Moti n Carried. <br /> <br />Community Developm nt Director Kevin Locke presented the redevelopment agreement <br />with Main Street Villa e for redevelopment of a portion of Brighton Corporate Park TII <br />located in TIF #26. Th project consists of 80,000 sq. ft. of commercial space and 96 <br />apartment units. The inimum value for tax purposes is $60/sq. ft. of commercial space <br />and $60,000/apartment unit. The minimal value of the retail store will be $75/sq. ft.
