Ct. Project 99-09. In August 1999, an improvement hearing was held to install <br />drain tile at 1370 N, Pike Lk, Ct, to eliminate sump pump water discharge into the <br />street. This sump pump is quite active in Spring and Summer resulting in green slime <br />growth running down the curb and gutter. The original recommendation applied a <br />$1,500 special assessment to 1370 N. Pike Lk, Ct., and the remaining 14 lots were <br />assessed $142,86 each, As a result of objections from the 14 properties, Council <br />directed staff to renotice the hearing and increase the 1370 N. Pike Lk. Ct. assessment <br />to $3,000. The City would pickup the remaining $2,500 instead of assessing the 14 lots. <br /> <br />Staff was contacted by the property owner's son, John Palmer, who felt 1380 and 1390 <br />Pike Lk, Ct, should share in the cost because of their sump pump discharge, Proper <br />said these two lots have made considerable investment in a system to collect surface <br />water and discharge, Proper found these systems pump very little water for short <br />periods of time after a rainfall, and do not contribute to the problem and should not <br />share in the cost. <br /> <br />Recently, the City received a letter from Margaret Palmer, 1370 N, Pike Lk. Ct., <br />objecting to the assessment.
