CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY <br />AND CALLING FOR A PUBLIC HEARING ON PROPOSED <br />IMPROVEMENT PROJECT 99-3, HANSEN PARK AREA STREET <br />RECONSTRUCTION. <br /> <br />12. <br /> <br />CONSIDERATION OF APPROVAL TO AUTHORIZE STAFF TO <br />SOLICIT BIDS ON THE PURCHASE AND INSTALLATION OF AN <br />EMERGENCY DIESEL GENERATOR TO BE INSTALLED AT THE <br />FAMILY SERVICE CENTER IN 1999. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearinl; <br /> <br />Civil Engineer Brian Olson explained that the March 23 public hearing for Project 99-1, <br />Highcrest Area Street Reconstruction, was continued to allow time to address resident <br />concerns. The issues raised by residents and addressed by staff were the 16th Ave. SW <br />design, detail of sidewalk and curve at 16th Ave. and Silver Ln., street lighting <br />modifications, Co. Rd. E sight problem, and Foss Rd. design. <br /> <br />The following options were considered for the 16th Ave. design: Option A - 32 ft. road <br />width with sidewalk, Option B - 38 ft. road width with sidewalk, and Option C - 44 ft. <br />road width without sidewalk. Staff recommends Option B, although, it would not <br />eliminate parking on either side of the street, it still provides a separated pedestrian way <br />between motorist and pedestrian. Also, it provides a parking lane on both sides that <br />could be used by runners and bikers that do not wish to use the sidewalk. <br /> <br />Because the 16th Ave. and Silver Ln. curve was not constructed to MSA standards and <br />does not meet criteria for a horizontal curve, staff proposes to reconstruct the curve and <br />post with a 20 mph advisory speed plate. <br /> <br />Comments were received regarding needed street lighting at the two curves at the south <br />end of 16th Ave. Staff proposes to move the light located west of 16th Ave. on 3rd St. <br />to the intersection, and install a new light and pole at the north curve of 16th Ave. SW. <br /> <br />Residents complained about difficult access out of the Co. Rd. E and 16th Ave. <br />intersection due to sight problems. Staff spoke to the homeowner and came to a <br />resolution that construction of a retaining wall on the southwest corner of Co. Rd. E and <br />16th Ave. would improve sight distance. This wall would require a construction right of <br />entry agreement. <br /> <br />Narrowing Foss Rd. to a 38 ft. width with sidewalk on the north side was a concern to <br />Lakeside Mobile Home Park. Staff met with park owner, Bev Aplikowski, to discuss <br />alternatives. Aplikowski felt that narrowing the road to 38 ft. would be beneficial if <br />modifications were made to the existing driveway entrances.
