<br />I <br /> <br />I <br /> <br />I <br /> <br />New Brighton City Council; March 18, 1999, page 2 <br /> <br />Traffic on 44th Avenue N.E., especially west bound, often moves at well over the posted speed with a <br />potential of speeds in excess 45 MPH when coasting downhill. Officials in Columbia Heights have <br />recognized that speeding on this street is a still a problem as they often have the portable speed indicator <br />unit stationed at the base of the hill, near Central Avenue. This excessive speed problem is similar to <br />what we currently have, and will continue to have on 16th Avenue S.W., even with the proposed <br />reconstruction. -- <br /> <br />To contrast this excessive speed problem, and to see how the situation could be dealt with, again we have <br />only to look west to neighboring Columbia Heights. Four blocks to the south of 44th Avenue N.E. is <br />40th Avenue N.E., also known as Constitution Avenue. This 44 foot wide street is constructed in the <br />same way as 16th Avenue S.W. is today. The speed limit is 30 MPH. We can't say for sure, but <br />excessive speed is probably not a problem on 40th Avenue N.E. We, and other non-residents hardly ever <br />drive on this street! The reason is that there are four (4) stop signs in a three-quarter mile stretch of 40th <br />Avenue N.E. between Stinson and Reservoir Boulevards. <br /> <br />Stop signs, not installation ofa sidewalk and elimination of parking are a much better way of II calming II <br />and slowing traffic on 16th Avenue S.W. <br /> <br />With this letter, we ask that the City Council eliminate the sidewalk installation and parking elimination <br />proposal from the reconstruction of 16th Avenue S.W. This proposal is a drastic and expensive and <br />probably an irreversible alternative that will not accomplish what it is intended to do. Stop signs at the <br />intersections of 16th Avenue S.W. and 1st Street and 3rd Street S.W., and at Silver Lane and Oakwood <br />Avenue will slow down traffic. Stop signs will eliminate through traffic on 16th Avenue S.W. Columbia <br />Heights could do it on 40th Avenue N.E. Why can't New Brighton do the same on 16th Avenue S.W.? <br /> <br />In summary, we are in opposition to the installation of a sidewalk and elimination of parking on the west <br />side of 16th Avenue S.W. as presented under Option A of Project 99-1. <br /> <br /> <br />John C.
