Cities are required to prepare plans under the
Metropolitan Surface Water Management Act and as part of the Comprehensive Plan.
The plan will identify and resolve potential flooding areas, protect wetlands, and water
quality improvements for lakes and streams. The City has changed substantially since
the 1984 plan with the expansion of the storm sewer system and installation of many
retention ponds. Barr submitted an estimate of $60,755, and $60,000 of that amount
will be funded through the Stormwater Utility Fund.

Benke asked if the GIS system will be used in the plan's development. Proper said the
GIS is a powerful tool which reduces costs through staff preparation of mapping.

Motion by Gunderman, seconded by Hoffman, to APPROVE THE BARR
ENGINEERING PROPOSAL FOR THE PREPARATION OF THE
STORMWATER MANAGEMENT PLAN.

5 Ayes - 0 Nayes, Motion Carried.

Proper presented the establishment of a No Parking Zone on portions of 2nd St. NW,
east of 5th Ave. NW. The City has been receiving a number of calls from the
employees and businesses on 2nd St. NW regarding the parking situation. Twin City
Oxygen and Good Samaritan has experienced rapid growth, and have a shortage of on-
site parking which then spills onto 2nd St. and into the cul-de-sac. This has created an
undesirable situation for delivery trucks, vehicle maneuverability, and snowplowing.

Consent Agenda

Purchase of Truckster
Report 99-031

CDBG Funds
Report 99-032
Resolution 99-007

Eagle Gambling
License
Report 99-033

Landscape Design for
5th Ave. Streetscape
Report 99-034

Council Business

Stormwater
Management Plan
Report 99-035

No Parking Zone -
2nd St.l5th Ave.
Report 99-036
Resolution 99-008
