<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 7, 1999 <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE THE QUOTATIONS <br />FROM FERGUSON AND CASWELL FOR MAINTENANCE AND REPAIR TO <br />WELL #10 PUMP; APPROVE THE QUOTATIONS FROM KEYS WELL <br />DRILLING FOR THE MAINTENANCE AND REPAIR TO CITY WELL #14 <br />PUMP; AND AUTHORIZE EXPENDITURES OF UP TO $25,000 PER WELL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented an amendment to the ordinance relating to advisory commissions. <br />Membership in the Public Policy Commission (PPC) had dwindled and recruitment of <br />new members has become difficult. Council has concluded that other Commissions <br />could effectively handle the more significant tasks of the PPC, and public policy issues <br />could be better handled by an Ad Hoc Task Force established for particular issues. <br /> <br />Benke noted the responsibilities of organizing and planning for the Annual Town Hall <br />Meeting will now become part of the Communications Advisory Commissions. Fulton <br />noted that two former members of the PPC have been appointed to other commissions <br />which allows them to continue on in another capacity. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE FIRST AND SECOND <br />READING AND ADOPT AN ORDINANCE AMENDING AN ORDINANCE <br />RELATING TO ADVISORY COMMISSIONS TO ABOLISH THE PUBLIC <br />POLICY COMMISSION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Cary Teague presented two ordinances which would rezone certain <br />properties along the Old Hwy 8 Corridor (north of 1-694 and south of Mounds Ave.) to <br />MX (Mixed Use). The existing zoning designations are: B-3 (General Business), 1-1 <br />(Light Industrial), 1-2 (Heavy Industrial), and 1-3 (Limited Industrial). <br /> <br />The first ordinance would rezone the majority of the area excluding the Bebet Realty site <br />(50 - 14th St. NW) and the U.S. Filter parcel (1950 Old Hwy 8). The Bebet site would <br />be rezoned by separate ordinance at a date determined by Council. The U. S. Filter site <br />is still under consideration and will be discussed at the January Planning Commission. <br />The first ordinance would become effective the date following publication. The second <br />ordinance, Bebet rezoning, would have an effective date determined by Council. <br /> <br />Bebet intends to sell this property to AAA Cooper Transportation (AAA) who proposes <br />a trucking operation under a grand fathered use. The trucking terminal would become a <br />nonconforming use under the MX designation. AAA would like to upgrade the <br />maintenance building and install a fueling facility. This fueling facility would not be <br />allowed under the regulations for Type II nonconformities. The Planning Commission <br />recommended this property be rezoned to MX effective March 1, 1999. This would <br />allow time for AAA to submit a site plan and a Type IV nonconforming use permit for <br />the fueling facility.
