<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 30, 1998 <br /> <br />Page 2 <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />City Planner Cary Teague presented the Site Plan Review and Special Use Permit for <br />Ken Beach/Ryder Transportation, 403 Old Hwy 8. The request is to allow vehicle sales <br />in conjunction with existing truck, tractor and trailer repair. The site is zoned 1-1 Light <br />Industrial and vehicle sale is allowable as an accessory use under a special use permit. <br />Ryder leases vehicles to commercial users, and once the lease is completed, vehicles are <br />returned for repair and resold. The proposal involves paving and striping the parking <br />lot, and curbing. Existing setbacks are satisfied under current code. The front yard is <br />heavily landscaped from adjacent uses, however, staff recommends some changes. <br />Security lighting will be installed, but there will be no direct light detectable at the lot <br />line. An annual motor vehicle dealers license is a condition of approval. <br /> <br />Keith Cook, Ryder, explained that the primary sales operation is in Roseville, and this <br />location involves repairs and some sales. Samuelson asked the number of trucks stored <br />on-site. Cook anticipates no more than 40 vehicles, but it may fluctuate depending on <br />demand. Samuelson asked if the proposed screening is adequate. Teague said the site <br />contains an 8 ft. high fence of heavy ivy which provides screening from adjacent uses. <br /> <br />Benke confirmed that the current use is allowable in the I-I District, but vehicle sales <br />require a special use permit. Benke asked if Ryder is a member of the New Brighton <br />Chamber of Commerce. Cook said Ryder would be interested in joining the Chamber. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING LP-348 AND SP-209, SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br />1. PERIMETER CURBING MUST BE INSTALLED AROUND THE OFF- <br />STREET PARKING AREA. <br />2. ALL OFF-STREET PARKING AND DRIVE AREAS BE PAVED WITH <br />BITUMINOUS SURFACE. <br />3. PERIMETER CURBING AND PAVING MUST BE COMPLETED BY <br />JUNE 1, 1999. <br />4. OFF-STREET PARKING STALLS MUST BE STRIPED WITH WHITE <br />OR YELLOW PAINTED LINES, NO LESS THAN FOUR INCHES WIDE. <br />5. ANGLEMAN IVY SHALL BE PLANTED IN THE BARE SPOTS ALONG <br />THE FENCE TO PROVIDE ADDITIONAL SCREENING. THE <br />ADDITIONAL IVY MUST BE PLANTED SO AS TO EVENTUALLY <br />COVER THE ENTIRE FENCE IN THE REAR YARD. <br />6. THE PROPOSED GRADING PLAN SHALL BE SUBJECT TO REVIEW <br />AND APPROVAL OF THE CITY ENGINEER. <br />7. ISSUANCE AND CONTINUING RENEWAL OF A MOTOR VEHICLE <br />DEALERS LICENSE FROM THE CITY OF NEW BRIGHTON. <br />8.
