I

I

I

Council Meeting Minutes
September 22, 1998

Page 5

C<;>uncil Business. continued

City Code provides that the holder of a wine license and non-intoxicating malt liquor
license may sell intoxicating malt liquor without an additional license if 60% of gross
receipts are attributable to food sales. The license will include Sunday sales and exterior
patio area.

The Police Department conducted a background investigation and discovered no reason
to deny the licenses. The required public hearing has been held. All fees have been
paid and proof of insurances provided.

Motion by Gunderman, seconded by Larson, to ISSUE AN ON-SALE WINE AND A
NON-INTOXICATING MALT LIQUOR LICENSE TO JOHN L. MOORE AND
LAURA SUBAK, DBA BARLEY JOHN'S BREWPUB VALID TO DECEMBER
31, 1998, FOR THE WINE LICENSE AND MARCH 31, 1999 FOR THE NON-
INTOXICATING MALT LIQUOR LICENSE; PROVIDED THAT THEY OBTAIN
THE APPROPRIATE STATE LICENSE.

5 Ayes - 0 Nayes, Motion Carried.

Benke wished Moore and Subak a successful operation. He noted current traffic/parking
issues associated with that corner, and the City will work with them on that issue.

Community Development Director Kevin Locke presented the revised contract to update
the Comprehensive (Comp) Plan and budget amendment. Earlier this year, the City
entered into a contract with Hoisington Koegler Group (HKG) to assist in preparation of
the Comp Plan with the expectation the City would perform a majority of the project in-
house. In August, the City's Senior Planner, Erny Mattila, resigned and staff is now
seeking to allow HKG to perform a larger portion of the work.

The original expenditure in the 1998 budget was $40,000, and staff proposes a revised
estimate of $66,300. The increased budget will be partially offset by the savings from
the remainder of Mattila's 1998 salary which would be about $14,500. It is anticipated
that the Comp Plan will be completed sometime in July 1999.

Benke confirmed that the City is in contact with the Metropolitan Council regarding the
completion date changes.

Hoffman asked if combining meetings may provide a cost saving opportunity. Locke
added that the original proposal included more meetings than the current schedule. If
there is opportunity to further reduce the number of meetings, it certainly will be done.

Benke asked if update information would be available at the Town Hall meeting. Locke
feels the overall plan would not be completed by Spring, but staff would provide a
presentation at the Town Hall meeting.

Samuelson feels keeping with the original vision by providing community input is
important.

Council Business

Barley John's
Brewpub License
Report 98-187

Comp Plan revised
contract with HKG
Report 98-188
