<br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, July 14, 1998, at
<br />7:30 p.m. in the municipal building, 803 Old Highway 8 NW.

<br />Commission Minutes
<br />
<br />Mayor Benke, with Council consent, received the minutes of the Park, Recreation, and
<br />Environmental Commission - May 6, 1998.
<br />
<br />Special Order of Business
<br />
<br />Les Proper, Stockyard Days (SYD), announced the annual community festival will be
<br />held August 16-23 and events include: Rubber Duck Race, softball and golf tournaments,
<br />grand parade, concerts, street dance, Antique Car Run, carnival, petting zoo, queen
<br />coronation, car show and swap meet, bed rac:s, medallion hunt, and fireworks.
<br />
<br />Judy Goepel, SYD, noted the many generous contributions SYD receives each year from
<br />New Brighton businesses and community organizations in support of the festival.
<br />
<br />Mark Beisswenger encouraged the community to purchase SYD buttons and T-shirts.
<br />
<br />State Representative Satveer Chaudhary briefly highlighted the 1997~98 Legislative
<br />Session. Soiutions to many issues were developed such as: shifting education's reliance
<br />from property taxes, class size reductions, educational tax credits, and property tax relief.
<br />Public safety was addressed through prison reform, DWl laws, crime prevention, and
<br />provisional one year driver license. Programs were created to assist seniors with
<br />prescription drug purchases, medical assistance, and property tax deferral. Municipal
<br />issues involving brownfield redevelopment, TIF, and levy limits were approved.
<br />Samuelson asked why the law reducing DWl blood alcohol levels did not pass.
<br />Chaudhary said the House advanced it, but the Senate felt it should apply only to
<br />subsequent DWI offenses. He believes it will be resolved in the next session.
